RELATING TO CONDOMINIUMS. Repeals the prioritization of liens for unpaid mortgages over subsequently recorded liens for unpaid condominium association fees. Clarifies the obligations of the acquirer of a foreclosed unit under the lien for unpaid association fees. Effective July 1, 2112. (HB21 HD1)

RELATING TO SUSPENSION OF FORECLOSURE ACTIONS BY JUNIOR LIENHOLDERS. Allows a condominium association, as a junior lienholder, to commence or continue a nonjudicial foreclosure action on a property subject to a judicial foreclosure. Removes requirement to stay power of sale foreclosure process pending a circuit court foreclosure action. (HB25 HD1)

RELATING TO VOTING. Provides that the ballot of an absentee or military-overseas voter is valid even if the voter becomes ineligible to vote after casting the ballot.

RELATING TO HOSPITAL EMERGENCY COMPASSIONATE CARE FOR SEXUAL ASSAULT VICTIMS. Establishes a new part in chapter 321, Hawaii Revised Statutes, to ensure that sexual assault victims are provided with medically and factually unbiased information about and access to emergency contraception when receiving emergency medical care at Hawaii's hospitals. (HB411 HD1)
