RELATING TO COURT FEES. Increases by an unspecified amount various court service fees of the sheriff, police officers, and serving officers. Effective July 1, 2050. (HB1278 HD1)

RELATING TO STATE GOVERNMENT. Requires the Governor, Legislature including the Joint Legislative Access Committee, and Judiciary to ensure public access to information, services, and proceedings of the executive, legislative, and judicial branches, respectively. Authorizes the Governor to convene a statewide Fair Access Commission to review public access issues for the neighbor islands and rural Oahu. (HB361 HD1)

RELATING TO ELECTIONS. Requires absentee voters to affirm by signature that the ballot was completed in secrecy and without influence from others. Requires absentee ballots to include information regarding election fraud, voter fraud, and related penalties. Prohibits employers, unions, and candidates or their agents from assisting voters with completing absentee ballots. Subjects special elections by mail to the same requirements as for absentee ballots.

RELATING TO ALTERNATIVE SCHOOLS FOR JUVENILES INVOLVED IN THE JUSTICE SYSTEM. Appropriates funds to the Department of Education for two additional alternative schools. Requires the Department of Education to develop enrollment criteria and a referral and placement process. (HB237 HD1)

RELATING TO PUBLIC AGENCY MEETINGS. Requires public notices to provide contact information for requests for accommodations for individuals with disabilities. (HB330 HD1)

RELATING TO GOVERNMENT TORT LIABILITY. Amends section 662-5, Hawaii Revised Statutes, to allow the State of Hawaii to demand a trial by jury in the same manner as a private individual in a tort action.

RELATING TO NOTARIES PUBLIC. Clarifies the information required to be on notary seals, authorizes the Attorney General to adjust the fees to become a notary and to renew a notary commission by rules adopted pursuant to chapter 91, Hawaii Revised Statutes, and authorizes other fees related to the regulation of notaries public to be established and adjusted by rules adopted pursuant to chapter 91, Hawaii Revised Statutes.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 438 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6437 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
