PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 1, OF THE HAWAII STATE CONSTITUTION TO PERMIT THE APPROPRIATION OF PUBLIC FUNDS FOR PRIVATE EARLY CHILDHOOD EDUCATION PROGRAMS.

Proposes a constitutional amendment to permit the appropriation of public funds for private early childhood education programs, as provided by law, to help the State meet its goal of providing an early learning system for the children of Hawaii.

RELATING TO EARLY CHILDHOOD EDUCATION.

Establishes the Early Childhood Education Program within the Early Learning System.  Effective upon the ratification of the proposed constitutional amendment permitting public funds for private early childhood education programs.  (HB864 HD1)

Requires noncandidate committee reports to include the name of each candidate whose nomination or election is supported, opposed, or otherwise intended to be influenced by an expenditure of the noncandidate committee, and the expenditure amounts corresponding to each identified candidate.

RELATING TO PUBLIC SAFETY.

Appropriates funds to expand the Restorative Reentry Circles pilot program to correctional facilities statewide.  Effective July 1, 2050.  (HB1056 HD1)

RELATING TO FIRE SAFETY.

Establishes a residential kitchen fire task force to develop plans to address the dangers of residential kitchen fires.  Report to the 2014 legislature.  (HB369 HD1)

RELATING TO OPEN DATA.

Requires executive branch department to make electronic data sets available to the public.  Absolves State for liability for deficiencies or incomplete data.  Requires the Chief Information Officer to develop rules to implement the open data initiative.  Effective July 1, 2013.  (HB632 HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.  Those wishing to provide oral testimony will be limited to two minutes.

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6437 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.  Prompt requests submitted help to ensure the availability of qualified individuals and appropriate accommodations.
