PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 15, OF THE HAWAII STATE CONSTITUTION TO ALLOW ELECTRONIC COPIES, AS AN ALTERNATIVE TO PRINTED COPIES, OF A BILL TO BE MADE AVAILABLE FOR MEMBERS OF A HOUSE IN WHICH THE BILL IS BEING VOTED UPON FOR THIRD OR FINAL READING IN FULFILLMENT OF THE FORTY-EIGHT HOUR AVAILABILITY REQUIREMENT. Allows electronic copies, as an alternative to printed copies, of a bill to be made available for members of a house in which the bill is being voted upon for third or final reading in fulfillment of the 48-hour availability requirement.

RELATING TO ELECTION OBSERVERS. Specifies the purposes of the elections observer program and the duty of the chief election officer to implement and maintain the program.

RELATING TO CAMPAIGN FINANCE. Makes applicable to noncandidate committees the present limit on campaign contributions to a candidate or candidate committee from nonresident persons.

RELATING TO VETERANS TREATMENT COURT. Appropriates funds for positions to support a veterans treatment court in the first circuit.

RELATING TO JURY DUTY. Exempts breastfeeding mothers from jury duty.

RELATING TO TEMPORARY RESTRAINING ORDERS. Allows temporary restraining orders against harassment and domestic abuse to be issued upon the submission of oral sworn testimony or complaint to a judge by electronic means.

RELATING TO ANIMALS. Creates registry of felony animal abusers and authorizes public access to the registry. Establishes the violation of registration requirements as a class C felony. Effective 1/1/2014.

RELATING TO GAMBLING OFFENSES. Amends definitions in the gambling laws to address gambling activities offered incident to the purchase of goods or services.

RELATING TO LEGAL SERVICES. Permits a deputy attorney general, except for the Attorney General's first deputy, to provide pro bono legal service if, in the determination of the Attorney General, the pro bono legal service does not conflict with the duties of the deputy's office.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing. Those wishing to provide oral testimony will be limited to two minutes.
Submit testimony in ONE of the following ways:
PAPER: 3 copies (including an original) to Room 438 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
