RELATING TO MARIJUANA. Authorizes persons 21 years of age or older to consume or possess limited amounts of marijuana for personal use. Provides for the licensing of marijuana cultivation facilities, product manufacturing facilities, safety testing facilities, and retail stores. Applies an excise tax on transactions between marijuana establishments.

RELATING TO CRUELTY TO ANIMALS. Establishes a felony and misdemeanor offense for injuring or killing an animal engaged in law enforcement or corrections activities.

RELATING TO THE RIGHTS OF VICTIMS. Amends crime victims' bill of rights to include notice as to an offender's unfitness to stand trial, transfer to the state hospital or other psychiatric facility, or regaining fitness to proceed. Requires the department of health to provide notice of an offender's unauthorized absences to the department of the prosecuting attorney in the county where the crime was committed.

RELATING TO DOMESTIC ABUSE. Authorizes, as a condition of probation, electronic monitoring of persons convicted of violating a domestic abuse temporary restraining order or protective order. Effective 7/1/13. Sunsets 7/1/15.
