RELATING TO THE YOUNG ADULT VOLUNTARY FOSTER CARE ACT.

Sets the requirements for extending the age of foster care to age twenty-one.

RELATING TO HAWAIIAN LANGUAGE.

Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation.  Clarifies that the full text of official documents is not required to be written in Hawaiian, misspelled or incorrectly punctuated Hawaiian words and names shall not invalidate documents or render them unenforceable, and no cause of action shall arise accordingly.  (HB109 HD1)

RELATING TO TRAINING.

Requires OHA to establish, design, and administer a training course in native Hawaiian and Hawaiian rights and requires specified members of boards, councils, and commissions to take the course.  (HB220 HD1)

RELATING TO ELECTIONS.

Transfers the responsibility of supervising elections from the office of elections to the office of the lieutenant governor.  Eliminates the office of elections and the elections commission.

RELATING TO LIABILITY.

Makes permanent certain state and county protections from liability on improved lands.  Makes permanent the protection from liability for county lifeguards, counties, and the State for damages resulting from rescue, resuscitative, or other lifeguard services.

RELATING TO PUBLIC HOUSING.

Broadens criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after a reasonable request or warning to leave by housing authorities or a police officer. Excludes an invited guest, unless the guest is violating a law or rule.

Status

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Provides that $10,000,000, from the public land trust shall be expended by the Department of Hawaiian Home Lands (DHHL) for development of farm and home ownership.  Requires the departments and agencies that use the lands within the public land trust to transfer $2,500,000 in the aggregate, quarterly to DHHL.  Effective July 1, 2013.  (HB175 HD1)

Status

RELATING TO COMPREHENSIVE PUBLIC FUNDING FOR ELECTIONS.

Changes funding formula for the comprehensive public funding pilot project to average the amount of money used by winning candidates in the last two election cycles for all county district races.  Limits the number of candidates in the pilot program to twenty-five per election cycle.

Status

RELATING TO CAMPAIGN CONTRIBUTIONS.

Prohibits a lobbyist; principal, client, or agent of lobbyist; and a political action committee on which the lobbyist sits, that lobbies the legislature from making a contribution to a member of the legislature, the governor, and lieutenant governor while the legislature is in session.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.  Those wishing to provide oral testimony will be limited to two minutes. 

 

Submit testimony in ONE of the following ways:

PAPER:  3 copies (including an original) to Room 438 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
