MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

RELATING TO CAMPAIGN SPENDING. Requires noncandidate committees to identify certain top contributors for advertisements. Requires the campaign spending commission to maintain public records in a searchable database. Amends reporting requirements for persons and organizations. Authorizes the commission to monitor and penalize all persons failing to report campaign spending. Mandates the commission to implement rules for campaign spending consistent with campaign spending laws within 360 days of the effective date of this Act. Effective 11/05/14.

RELATING TO CAMPAIGN SPENDING. Exempts the offices of governor and lieutenant governor from the scope of the partial public financing law. Changes the law on qualifying contributions, voluntary expenditure limits, and maximum amount of available public funds for candidates for the office of state senator or state representative. Requires the campaign spending commission to submit a report on further statutory amendments to facilitate the implementation of this Act. Appropriates funds to the campaign spending commission to prepare for the partial public financing of elections in 2014.

RELATING TO FERAL BIRDS. Provides a civil cause of action for personal injury or property damage proximately caused by a person who feeds feral birds.

RELATING TO FERAL BIRDS. Makes feeding feral birds that cause a common nuisance subject to a fine. Makes a second offense within five years a petty misdemeanor.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
