RELATING TO CAMPAIGN SPENDING. Creates public funding program of candidates for the offices of state senator and state representative. Exempts the offices of governor, lieutenant governor, state senator, and state representative from the scope of the partial public financing law. Appropriates funds to the campaign spending commission to prepare for the public financing of elections in 2016. Effective January 1, 2015. (HB1481 HD2)

Amends the campaign finance law by: Defining "matching payment period"; Correcting statutory references; Changing report filing deadlines; Specifying noncandidate committee reporting requirements for contributions made; Requiring the identification of the candidate supported or opposed by an independent expenditure; and Increasing the amount of allowable expenditures made by a partially publicly financed candidate for the office of prosecuting attorney. PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO RESIDENCY REQUIREMENTS FOR MEMBERS OF THE LEGISLATURE. Amends the state constitution to require candidates for the state senate or house of representatives to be a resident of the legislative district from which the person is a candidate for not less than twelve consecutive months prior to the next general election. RELATING TO FEDERAL TAX QUALIFICATION OF THE EMPLOYEES' RETIREMENT SYSTEM. Amends the Employees' Retirement System laws to comply with Internal Revenue Code requirements and vesting rules in order to maintain the system's status as a tax-qualified retirement plan.
