Transfers jurisdiction over the EUTF from the Department of Budget and Finance to the Department of Human Resources Development. Effective July 1, 2030. (HB1177 HD1)

RELATING TO OCCUPATIONAL SAFETY AND HEALTH HEARINGS. Authorizes the Hawaii Labor Relations board to provide written notice of hearing to all parties by first class mail at least fifteen days before the hearing, notwithstanding section 91-9.5, Hawaii Revised Statutes, and clarifies the board's powers for conducting appeals under chapter 396, Hawaii Revised Statutes.

RELATING TO CERTAIN FUNDS UNDER THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS. Clarifies the classification of certain special funds under the Department of Labor and Industrial Relations as trust funds as recommended by the Legislative Auditor. (HD1)

RELATING TO THE OFFICE OF THE LIEUTENANT GOVERNOR. Authorizes the payment of an allowance for expenses to a lieutenant governor whose legal residence is on an island other than Oahu who is required to remain away from the island of the lieutenant governor's legal residence but within the State overnight or longer while on official business. MAKING EMERGENCY APPROPRIATIONS FOR COLLECTIVE BARGAINING COST ITEMS. Provides fund authorizations and appropriations for all collective bargaining cost items for salary increases and other wage related costs in the arbitrated settlement for Unit (10) and its excluded counterparts for fiscal biennium 2011-2013. RELATING TO DISORDERLY CONDUCT. Makes it a disorderly conduct offense to impede or obstruct bus stop use or access by laying on a bus stop bench or across more than two seats, or sleeping on ground within or abutting a bus stop; makes engaging in this conduct for at least 60 minutes, prima facie evidence of the offense. Effective January 1, 2014. (HB31 HD1)
