RELATING TO MEDIATION AFFECTING JUDICIAL FORECLOSURE. Expands the application of mandatory mortgage foreclosure dispute resolution by requiring mortgagees, at the mortgagor's election, to participate in mediation to avoid foreclosure or mitigate damages from foreclosure prior to filing a judicial foreclosure action for property that has been the mortgagor's primary residence for a specified period. Applies the dispute resolution requirement to judicial foreclosure actions filed prior to the effective date of this bill and pending an initial court hearing. (SD1)

RELATING TO HEALTH CARE. Establishes the health care transformation program within the department of commerce and consumer affairs. Outlines the strategies that the department shall develop in regards to the program. Allows the department to informally consult with any stakeholder or subject matter expert in order to facilitate and monitor the effectiveness of any strategy and any rules to implement the strategy by the department. Requires the director of the department to submit a report. (SD1)

RELATING TO INTOXICATING LIQUOR. Amends the misdemeanor offense of promoting intoxicating liquor to a person under age 21 to apply to persons who recklessly, rather than knowingly, commit the offense. Applies the offense to liquor licensees who provide liquor to any minor or allow a minor to consume liquor. (SD1)

RELATING TO PARENTAL RIGHTS. Prohibits family courts from awarding a person custody of or visitation with a child if the person has been convicted of rape or sexual assault and the child was conceived as a result of that violation. Authorizes the family courts to terminate parental rights, with respect to a child, of a natural father who has been convicted of rape or sexual assault and the child was conceived as a result of the rape or sexual assault.

RELATING TO INTAKE SERVICE CENTERS. Provides pretrial bail reports to the courts on adult offenders that are consented to by the defendant or that are ordered by the court and amends the law to provide statutory authority to the courts to treat information contained in the pretrial bail reports as confidential. Repeals the intake service centers' duty to assist in the conduct of presentence assessments on adult offenders and the preparation of presentence reports when requested by the courts. (SD1)

RELATING TO EMERGENCY SCHEDULING OF CONTROLLED SUBSTANCES. Requires the Department of Public Safety to post a public notice thirty days prior to the effective date of the emergency scheduling action, at the State Capitol, in the Office of the Lieutenant Governor, and on the department's website for public inspection.

RELATING TO THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Reestablishes the governor's authority to nominate and, with the advice and consent of the senate, appoint the members of the board of regents of the University of Hawaii by repealing the candidate advisory council for the board of regents of the University of Hawaii; effective upon ratification of an amendment to article X, section 6, of the Hawaii Constitution that repeals provisions related to the regents candidate advisory council. PROPOSING A CONSTITUTIONAL AMENDMENT TO ARTICLE X, SECTION 6, OF THE HAWAII STATE CONSTITUTION TO MODIFY THE APPOINTMENT PROCESS FOR THE BOARD OF REGENTS OF THE UNIVERSITY OF HAWAII. Proposes an amendment to article X, section 6, of the Hawaii State Constitution to modify the appointment process for the board of regents of the University of Hawaii; repeals reference to the candidate advisory council for the board of regents of the University of Hawaii.
