RELATING TO COLLECTION OF RESTITUTION FOR CRIME VICTIMS.
Amends the definition of "debt" in section 231-52, HRS, to include
court-ordered restitution subject to civil enforcement. Removes court's
authority to revoke restitution once ordered. Creates standards and
procedures for income-withholding, for purposes of enforcing restitution
orders. Extends victims' access to adult probation records, to include
access to payment compliance records, for purposes of enforcing restitution
orders. Requires that any bail posted by a defendant be applied toward
payment of any court-ordered restitution in the same case.

Requires independent medical examinations and permanent impairment rating
examinations for workers' compensation claims to be performed by physicians
mutually agreed upon by employers and employees or appointed by the director
of the department of labor and industrial relations. Allows for the use of
an out-of-state physician under certain conditions. Appropriates unspecified
funds. Effective 10/1/13. Section 3 effective 7/1/13. Repeals on
6/30/2018.

RELATING TO WORKERS' COMPENSATION.
Authorizes the employer and provider of services to notify the director of
labor and industrial relations in the event of a reasonable disagreement
relating to specific medical service charges. Requires that the notice of
dispute is done in writing and that the parties negotiate during the thirty-one
calendar days following the date of the notice to the director. Allows
parties to request the director to render an administrative decision without
a hearing in the event the parties fail to reach an agreement within the
thirty-one day negotiation period. Establishes that the administrative
decision rendered by the director is final and nonappealable.

VICTIMS.

emergency medical care at Hawaii's hospitals for sexual assaults.

RELATING TO EDUCATION.
Requires charter schools to complete an annual independent financial audit.
Requires the state public charter school commission (commission) to develop
procedures for conducting criminal history checks of persons who are employed
or seeking employment in any position that places them in close proximity to
children. Specifies enrollment requirements. Specifies when an employer or
potential employer may use criminal history information to terminate or deny
employment. Requires commission members to disclose to the commission a list
of all charter schools in which the member is an employee, governing board
member, vendor, contractor, agent, or representative and disqualifies members
from voting on or participating in the discussion of such matters.
Authorizes the commission to hire employees without regard to chapters 76 and
89, HRS. Removes the requirement that a nonprofit organization that governs
a conversion charter school make minimum annual contributions to the charter
school. Makes other amendments to chapter 302D, HRS, for purposes of clarity
and consistency.
