RELATING TO COLLECTIVE BARGAINING. Amends the definition of "collective bargaining" in section 89‑2, HRS, to clarify that "other terms and conditions of employment" are limited to what is specifically incorporated into a collective bargaining agreement. Requires the arbitration panel to be selected within twenty-five days after the date of an impasse from a list of qualified persons. Reduces the amount of time in which an arbitration panel must begin proceedings after selection from one hundred twenty days to twenty days. Requires an arbitration hearing to be completed without delay unless there is an unforeseeable emergency. Repeals the authority of the parties to modify any time frame provided for in an impasse procedure.

RELATING TO WORKERS' COMPENSATION. Requires a workers' compensation impartial exam to be conducted by a doctor whose specialty is appropriate for the injury to be examined.

PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 13, OF THE HAWAII STATE CONSTITUTION. Proposes a constitutional amendment to exempt refunding general obligation bonds from the requirement that all general obligation bonds for a term exceeding two years shall be in serial form maturing in substantially equal installments of principal, or maturing in substantially equal installments of both principal and interest.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Repeals provisions relating to the base monthly contributions for health benefit plans paid by the State and counties for retired employees. Repeals the requirement that the base composite monthly contribution shall be adjusted annually and the method of calculation.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM. Replaces the flat percentage for post-retirement allowances with a graduated schedule of percentages.

RELATING TO WAGES. Requires employers to provide employees with specific wage and employer information in employees' pay records; requires employers to maintain accurate and timely wage recordkeeping. Effective 01/01/14. (Proposed SD1)
