RELATING TO COMPREHENSIVE PUBLIC FUNDING FOR ELECTIONS.

Changes funding formula for the comprehensive public funding pilot project to average the amount of money used by winning candidates in the last two election cycles for all county district races.  Limits the number of candidates in the pilot program to twenty-five per election cycle.

Requires the Office of Elections to implement a program allowing voters to register to vote on election day and to vote by mail for all elections beginning in 2016.

Adopts the Uniform Mediation Act of the National Conference of Commissioners on Uniform State Laws.

RELATING TO TORT ACTIONS.

Creates a civil cause of action of constructive invasion of privacy if the person obtains any type of visual image, sound recording, or other physical impression of another person under circumstances in which another person has a reasonable expectation of keeping private their personal life under certain conditions.
