RELATING TO AGING. Allows the policy advisory board for elder affairs to recommend to the governor to honor non ex officio members by lifetime membership, which includes all the rights and privileges of a non ex officio member, upon approval by all regular members of the board. (SD1)

RELATING TO VICTIMS OF CRIMES. Requires victims of crimes and surviving immediate family members to be notified of their right to participate in the restorative justice process. Effective on 07/01/50. (SD1)

RELATING TO JUVENILES. Provides the option of participating in a restorative justice program for children who are undergoing informal adjustment by a court or other designated agency, which program may involve the child and the child's parents or guardian meeting with the victim harmed by the child's law violation. RELATING TO HUMAN SERVICES. Appropriates moneys to establish and operate a comprehensive service center for the deaf, hard of hearing, and deaf-blind. Effective 07/01/2050. (SD2)

RELATING TO HUMAN SERVICES. Requires child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children one year of age or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services. Makes certain requirements of operators. (SD1)

RELATING TO CHILD SUPPORT ENFORCEMENT. Defines the term "new hire" for the purposes of child support enforcement.

RELATING TO THE GENERAL ASSISTANCE PROGRAM. Authorizes the DHS to draw from other funds appropriated to the DHS to maintain the level of general assistance benefits payments set at the beginning of each fiscal year for the entire fiscal year. Effective 07/01/2050. (SD1)

RELATING TO EXEMPTIONS FROM CHILD CARE LICENSING. Allows a child care program licensed by the United States Department of Defense or the Hawaii Council of Private Schools to be exempt from licensing by the Department of Human Services. In order for a child care program licensed by the Hawaii Council of Private Schools to be exempt from licensure by the Department of Human Services, the child care program must apply and show evidence that the licensing standards of the Hawaii Council of Private Schools meet or exceed the licensing standards of the Department of Human Services, and that the standards include a monitoring system that ensures compliance with the standards. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
