Status

RELATING TO CHILD VISITATION.

Establishes a rebuttable presumption that visitation decisions made by a parent of the child are in the best interests of the child.  Presumption can be rebutted by a preponderance of the evidence of demonstrable harm to the child.  Provides factors the court shall consider when ruling on a petition for child visitation by the grandparent.

RELATING TO CHILD SUPPORT.

Requires the parents of a minor mother or minor father to contribute to the support of their grandchild.

RELATING TO MANDATORY REPORTING.

Requires financial institutions to report suspected financial abuse of an elder to an appropriate police department and allows reporting to the Department of Human Services.  Mandates information sharing with the police or prosecutor.

RELATING TO MANDATORY REPORTING REQUIREMENTS.

Amends the definition of child abuse or neglect to include acts or omissions of any person or legal entity.  Clarifies reporting duty to be based on a reasonable suspicion.  Expands medical personnel's duty to report to include reporting injuries suffered by a victim of labor trafficking or prostitution.

RELATING TO CHILD SUPPORT ENFORCEMENT.

Adds the definition of "new hire" to the requirements for new hire reporting.

RELATING TO HUMAN SERVICES.

Requires child care facilities, including infant and toddler child care centers that care for children one year of age or younger, to develop, maintain, and implement safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome.

RELATING TO MEDICAID.

Directs DHS to implement automated systems to detect and prevent fraudulent, wasteful, and abusive medicaid claims.

RELATING TO FOSTER CARE.

Allows former foster care youths who are attending an institution of higher education as a full-time student, to stay in the foster care system until the age of 23.

RELATING TO AGING.

Allows the policy advisory board for elder affairs to grant members lifetime membership, which includes all the rights and privileges of a regular member, upon approval by all regular members of the board.

RELATING TO TAXATION.

Provides a nonrefundable income tax credit at fifty per cent of qualified wages for the first six months for a taxpayer who hires a developmentally, intellectually, or physically disabled individual.

RELATING TO HUMAN TRAFFICKING.

Requires the completion of two hours of training on human trafficking in order to obtain or renew a teaching license.  Requires the Department of Education to provide training on human trafficking for employees.  Requires human trafficking to be included in the Department of Education's health curriculum.

Status

RELATING TO HUMAN SERVICES.

Establishes a task force that shall develop a restructured welfare payment system and re-establishes the exit and retention bonus program to encourage welfare recipients to transition back into the workforce.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
