RELATING TO MEDICAID.

Extends the termination date of the Medicaid buy-in task force to 6/30/2014.  Requires submission of an interim and final report.

Establishes a refundable state Earned Income Tax Credit.  Requires the Department of Human Services to provide financial education to applicants for and recipients of Temporary Assistance for Needy Families.

Designates January as Human Trafficking Awareness Month.

RELATING TO THE ECONOMIC OPPORTUNITY POVERTY REDUCTION TASK FORCE.

Establishes the economic opportunity poverty reduction task force to develop a strategic, integrated, and comprehensive plan to expand economic opportunities in Hawaii to reduce, by at least 50 per cent by 2023, the number of Hawaii residents, including children and families, living in poverty.

RELATING TO THE HAWAII INTERAGENCY COUNCIL ON HOMELESSNESS.

Provides for the appointment of a House of Representatives member and a Senate member to serve as alternate members on the Hawaii interagency council on homelessness in the absence of the House and Senate member, respectively.

RELATING TO HUMAN SERVICES.

Requires the Department of Human Services to submit interim reports to the Legislature prior to the Regular Sessions of 2014, 2015, and 2016, and a final report to the Legislature prior to the Regular Session of 2017 on its compliance with the federal Patient Protection and Affordable Care Act of 2010 as it relates to Medicare and Medicaid.

RELATING TO SOCIAL IMPACT BONDS.

Requires the Executive Office on Early Learning to conduct a study on the feasibility of using social impact bonds to fund early learning programs and services in the State, with the assistance of the Legislative Reference Bureau.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
