MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FROM THE HOSPITAL SUSTAINABILITY PROGRAM SPECIAL FUND.

Appropriates the sum of $43,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Hospital Sustainability Program Special Fund with such moneys to be used consistent with the Hospital Sustainability Program Special Fund, including the reimbursement of moneys advanced in fiscal year 2012-2013 from the health care payments program (HMS 401).

RELATING TO HUMAN SERVICES.

Appropriates funds to DHS to restore staff positions on Maui, Lanai, and Molokai that were eliminated during the 2010-2011 fiscal year.  Makes an appropriation for six full-time medicaid eligibility workers.  Makes an appropriation for physician positions that are essential and critical in serving the needs of medicaid patients.

RELATING TO CHILDREN.

Appropriates funds for the Honolulu zero to three court to fund the coordinator's transportation to visit children and parents, emergency housing assistance, a secure opening at a residential drug and alcohol facility that will accommodate a mother and child, development and implementation of an incentive program similar to the successful model utilized in family drug court, training and professional development of court team members and community partners, and creation and utilization of an enhanced visitation and parenting coaching site in leeward Oahu.
