RELATING TO CONTRACTORS. Increases the fine against unlicensed contractors who commit licensing violations against elders.

RELATING TO CERTIFICATION AND LICENSURE FEES. Requires DHS to establish fees for certain programs transferred to DOH. Requires DOH to collect the same fees after the programs transfer from DHS to DOH. Requires DHS to set and collect fees for training and recertification of nurse aides. Effective July 1, 2013.

RELATING TO CARE HOMES. Requires all operators of adult foster homes, assisted living facilities, expanded adult residential care homes, and community care foster family homes to hold a sufficient amount of liability insurance. Expands the definition of adult residential care home to include any facility that provides accommodations to adults with intellectual disabilities.

RELATING TO THE MANDATORY REPORTING OF FINANCIAL ABUSE OF ELDERS BY FINANCIAL INSTITUTIONS. Amend section 412:3-114.5, Hawaii Revised Statutes, to require financial institutions to report instances of suspected financial abuse of an elder directly to the appropriate police department instead of the Department of Human Services.

RELATING TO ELIMINATING THE ASSET LIMIT ELIGIBILITY REQUIREMENT FOR THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES PROGRAM. Eliminates the asset limit for the Temporary Assistance for Needy Families program.

RELATING TO THE GENERAL ASSISTANCE PROGRAM. Allows the Department of Human Services to draw from other funds appropriated to the Department of Human Services to maintain the level of General Assistance benefits payments set at the beginning of each fiscal year for the entire fiscal year.

RELATING TO THE ESTABLISHMENT OF THE INTERIM ASSISTANCE REIMBURSEMENT SPECIAL FUND. Establishes a special fund, the Interim Assistance Reimbursement Special Fund, into which interim assistance reimbursements received from the Social Security Administration are deposited for repayment of state-funded financial assistance provided under the general assistance, aged, blind and disabled or temporary assistance for needy families for recipients who are retroactively approved for supplemental security income and authorizes the Department of Human Services to expend the funds for state-funded financial assistance programs. RELATING TO THE YOUNG ADULT VOLUNTARY FOSTER CARE ACT. Sets the requirements for extending the age of foster care to age twenty-one.

RELATING TO EXEMPTIONS FROM CHILD CARE LICENSING. Allows a child care program licensed by the United States Department of Defense and the Hawaii Council of Private Schools to be exempt from licensing by the Department of Human Services. In order for a child care program licensed by the Hawaii Council of Private Schools to be exempt from licensure by the Department of Human Services, the child care program must apply and show evidence that the licensing standards of the Hawaii Council of Private Schools meet or exceed the licensing standards of the Department of Human Services, and that the standards include a monitoring system that ensures compliance with the standards.

RELATING TO ESTABLISHING A SECOND DEPUTY DIRECTOR POSITION FOR THE DEPARTMENT OF HUMAN SERVICES. Restore the second deputy director position for the Department Of Human Services.
