RELATING TO DENTAL SERVICES.
Prohibits dental service organizations, mutual benefit societies, and health maintenance organizations from requiring a dentist who provides services to its subscribers to provide services for a set fee unless they are covered services.

RELATING TO HEALTH CARE ADMINISTRATIVE UNIFORMITY.
Exempts collaboration among all accident and health or sickness insurers, third party administrators, managed care plans, health care providers, and government agencies from state antitrust laws when the collaboration is intended to adopt uniform administrative procedures.  Requires notice to be given to certain interested parties in advance of collaborative discussions.

Establishes a new rule of evidence that statements or conduct that expresses apology that are made by a health care provider concerning an unanticipated medical care outcome are inadmissible to prove liability for any claim growing out of the event.

Reclassifies pseudoephedrine as a schedule V drug that may only be dispensed with a prescription; exempts cold products that contain other active ingredients, with certain conditions.  Requires pharmacies to maintain pseudoephedrine-related records for five years.

RELATING TO WORKERS' COMPENSATION.
Requires independent medical examinations and permanent impairment rating examinations for workers' compensation claims to be performed by physicians mutually agreed upon by employers and employees or appointed by the director of the department of labor and industrial relations.  Allows for the use of an out-of-state physician under certain conditions.  Appropriates unspecified funds.  Effective 10/1/13.  Section 3 effective 7/1/13.  Repeals on 6/30/2018.

RELATING TO WORKERS' COMPENSATION.
Authorizes the employer and provider of services to notify the director of labor and industrial relations in the event of a reasonable disagreement relating to specific medical service charges.  Requires that the notice of dispute is done in writing and that the parties negotiate during the thirty-one calendar days following the date of the notice to the director.  Allows parties to request the director to render an administrative decision without a hearing in the event the parties fail to reach an agreement within the thirty-one day negotiation period.  Establishes that the administrative decision rendered by the director is final and nonappealable.

RELATING TO HOSPITAL STANDARDS FOR SEXUAL ASSAULT VICTIMS.
Adds a new part to chapter 321, Hawaii Revised Statutes, to ensure that victims of sexual assault are provided with medically and factually unbiased information about and access to emergency contraception when receiving emergency medical care at Hawaii's hospitals for sexual assaults.

Adds definition for "aspartame".  Requires a warning label for all food products containing aspartame that are offered for sale or distribution in the State.

RELATING TO HEALTH.
Prohibits the manufacture, sale, or distribution of child care products and toys for young children that contain bisphenol-A or phthalates beginning 1/1/2014.  Requires manufacturers to choose safe alternatives.  Prohibits the use of packages and packaging containing lead, cadmium, mercury, and hexavalent chromium beginning 1/1/2014.  Prohibits the Hawaii health systems corporation from purchasing and using vinyl intravenous solution bags and vinyl tubing beginning 1/1/2014.

Establishes a statewide hospital-based early identification and  home visiting system to enhance health and safety outcomes, and prevent child abuse and neglect; and appropriates funds to the department of health to administer the program.

RELATING TO MEDICINE.
Requires the Hawaii medical board to set content standards for physician continuing education regarding prevention and treatment of chronic disease through changes in nutrition and lifestyle.  Requires the board to disseminate information on the subject to physicians and hospitals in the State.  Directs the board to assemble a working group to discuss nutrition and lifestyle behavior for the treatment and prevention of chronic disease at a board meeting before July 1, 2016.
