RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Amends section 457-8.5(a), Hawaii Revised Statutes, by recognizing the National Council of State Boards of Nursing's advanced practice registered nurse consensus model and clarifies language relating to advanced practice registered nurse educational requirements consistent with that consensus model.

Appropriates funds for the adult mental health division's Hawaii certified peer specialist program.

RELATING TO EMERGENCY MEDICAL SERVICES.

Appropriates funds out of the emergency medical services special fund to establish and fund a twenty-four-hour, seven-days-a-week, special emergency medical response vehicle unit based in the Maalaea area on Maui, including acquisition of a vehicle, equipment, and personnel costs, that is appropriately staffed at all times by a paramedic trained in advanced life support and equipped with all appropriate life-saving, emergency response equipment.

RELATING TO HOSPITAL EMERGENCY COMPASSIONATE CARE FOR SEXUAL ASSAULT VICTIMS.

Establishes a new part in chapter 321 to ensure that victims of sexual assault are provided with medically and factually unbiased information about and access to emergency contraception when receiving emergency medical care at Hawaii's hospitals for sexual assaults.

RELATING TO MENTAL HEALTH.

Makes an appropriation as a grant to the Kahi Mohala behavioral health center for the establishment of an adult psychiatric crisis center that can provide services for up to eight patients who would otherwise be treated in emergency rooms.  Conditions grant on funding from private sector organizations in an unspecified amount.

RELATING TO HEALTH INSURANCE.

Mandates health insurance coverage for tobacco use cessation treatments and that the insurer provide their policyholders information about tobacco use cessation treatment coverage.

RELATING TO HEALTH.

Allows health care professionals, subject to certain requirements, to treat the partners of patients diagnosed with chlamydia or gonorrhea by dispensing or prescribing medication to the partner without examining the partner.  Provides protection from criminal liability, legal liability, and disciplinary action for health care professionals who provide expedited partner therapy as authorized.  Requires the department of health to develop an information sheet about sexually transmitted diseases for use by health care professionals who provide expedited partner therapy.  Creates exceptions to prescription drug labeling and reporting requirements for expedited partner therapy.

Authorizes the issuance of special purpose revenue bonds for Hawai‘i Pacific Health.
