RELATING TO MENTAL HEALTH TREATMENT.

Establishes an assisted community treatment program in lieu of the involuntary outpatient treatment program.  Replaces the term "involuntary outpatient treatment" with "assisted community treatment".  Makes several amendments regarding involuntary outpatient treatment procedures.

      Status & Testimony

RELATING TO THE COLORECTAL CANCER SCREENING PILOT PROGRAM.

Establishes a two-year Hawaii colorectal cancer screening pilot program using the Hawaii comprehensive breast and cervical cancer control program as a model.  Appropriates funds for the pilot program.  Repeals on June 30, 2015.

RELATING TO HEALTH.

Adds definitions for "qualifying diagnosis" and "severe and persistent mental illness."  Requires the adult mental health division of the department of health to provide services to people with a qualifying diagnosis, including services that are not covered by an insurance policy held by or for the benefit of the individual who seeks services.  Makes an appropriation for mental health services for adults, adolescents, and children, that have been eliminated or reduced in the past two years.  Makes an appropriation for substance abuse treatment and mental health support services for individuals who are homeless or at risk of becoming homeless.

RELATING TO HEALTH.

Permits the department of health's emergency medical services and injury prevention system branch to establish and maintain a statewide fall prevention and early detection program and appropriates funds for the program.
