This notice is to amend language for HB 535.
RELATING TO PUBLIC HOUSING. Prohibits smoking anywhere in a public housing project.

RELATING TO PUBLIC HOUSING. Broadens criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after a reasonable request or warning to leave by housing authorities or a police officer. Excludes an invited guest, unless the guest is violating a law or rule.

RELATING TO PUBLIC HOUSING. Permits clotheslines in state and federal public housing projects.

RELATING TO PUBLIC HOUSING. Disqualifies from state low-income housing any applicant or tenant if the applicant, tenant, or a household member owns or acquires a home within the State.

RELATING TO PUBLIC HOUSING. Requires the public housing authority to include the value of all registered motor vehicles of all tenants as an asset in the calculation for the established maximum limits of annual net income and assets for state low-income housing.

RELATING TO PUBLIC HOUSING. Moves the State income tax and obligations exemption for public housing agencies from the laws governing the Hawaii housing finance and development corporation to the laws governing the Hawaii public housing authority.

RELATING TO ECONOMIC DEVELOPMENT. Establishes an infrastructure program within the Hawaii housing finance and development corporation to make grants and provide assistance to municipalities for infrastructure projects on public land. Requires at least ten percent of grants be made to towns with populations of twenty thousand or less. Requires the Hawaii housing finance and development corporation to adopt rules pertaining to the application for and approval of grants. Requires the executive director of the Hawaii housing finance and development corporation to report annually to the legislature.

RELATING TO AFFORDABLE HOUSING URBAN GARDENING. Authorizes the HHFDC and HCDA to develop programs to issue development credits to projects that incorporate urban gardening programs. Requires HHFDC and HCDA to report to the legislature.

RELATING TO AFFORDABLE HOUSING. Authorizes the issuance of general obligation bonds and the appropriation of funds for deposit into the rental housing trust fund to finance affordable rental housing development.

RELATING TO HOMELESS PROGRAMS. Requires the designation of temporary nighttime parking lots in each county to provide locations where homeless individuals who live and sleep in their vehicles can park overnight.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
