Subjects the University of Hawaii Board of Regents' approval of tuition and fee differential changes to the public notice, public hearing, and gubernatorial approval requirements of the administrative procedure law in Chapter 91, Hawaii Revised Statutes.

RELATING TO THE UNIVERSITY OF HAWAII.

Specifies that not more than ten per cent of the moneys deposited into the University of Hawaii tuition and fees special fund shall be expended on administrative costs of the University of Hawaii, and the remainder of the moneys shall be expended on student education programs of the University of Hawaii.

Repeals the UH tuition and fees special fund.  Lapses moneys to the general fund.  Appropriates moneys to UH.

RELATING TO UNIVERSITY OF HAWAII PERSONNEL.

Removes the requirement that salaries and terms of services of specified employees of the University of Hawaii be consistent with the practice of similar institutions.  Applies state laws relating to leaves of absence of officers and employees of the State to the specified employees.

RELATING TO THE UNIVERSITY OF HAWAII.

Requires the board of regents to submit to the legislature for approval salary proposals equal to or in excess of two times the governor's salary.
