MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FROM THE NURSING FACILITY SUSTAINABILITY PROGRAM SPECIAL FUND. Appropriates the sum of $12,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Nursing Facility Sustainability Program Special Fund with such moneys to be used consistent with the Nursing Facility Sustainability Program Special Fund, including the reimbursement of moneys advanced for those purposes in fiscal year 2012-2013 from the health care payments program (HMS 401).

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Continues the Nursing Facility Sustainability Program by extending the sunset date of Act 156, Session Laws of Hawaii 2012; appropriates funds for the program for fiscal year 2013-2014. Effective 07/01/2030. (HD2)

RELATING TO PUBLIC HOUSING. Broadens criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after a reasonable request or warning to leave by housing authorities or a police officer. Excludes an invited guest, unless the guest is violating a law or rule.

RELATING TO PUBLIC HOUSING. Establishes the state income tax and obligations exemption for public housing agencies among the laws governing the Hawaii Public Housing Authority. Effective 7/1/2030. (HD2)

RELATING TO HOUSING. Appropriates funds for the state rent supplement program for homeless working individuals or families who are ready to rent permanent housing in order to obtain and maintain permanent housing. Effective 07/01/2030. (HD2)

RELATING TO HUMAN SERVICES. Requires Department of Human Services to submit to Legislature interim reports on program integrity prior to 2014, 2015, and 2016 Regular Sessions and a final report prior to 2017 Regular Session on its compliance with the federal Patient Protection and Affordable Care Act of 2010 as it relates to Medicare and Medicaid. RELATING TO HUMAN SERVICES. Establishes a task force that shall develop a restructured welfare payment system and re-establishes the exit and retention bonus program to encourage welfare recipients to transition back into the workforce.
