RELATING TO PUBLIC HOUSING.
Permits clotheslines in state and federal public housing projects.

RELATING TO PUBLIC HOUSING.
Prohibits the Hawaii public housing authority from considering a prospective tenant's conviction for a minor crime that occurred five years or more before the application date.  Provides exceptions for crimes involving drugs, violence, sexual offenses, and alcohol.

RELATING TO FAMILY COURT.
Clarifies the appointment requirements and qualifications for child custody evaluators.  Requires the courts to establish a complaint process.  Reserves the appointment of a child custody evaluator for the conducting of an investigation and analysis of the best interest of the child regarding disputed custody and visitation issues in complex cases, where there is a possible risk to children, and that the court shall not order such an evaluation unless there is credible information regarding possible harm to the child or impairment of parental duties.

RELATING TO FOSTER CARE.
Allows former foster care youths who are attending an institution of higher education as a full-time student, to stay in the foster care system until the age of 23.

RELATING TO CHILD ABUSE.
Establishes an internet crimes against children fee upon each felony or misdemeanor conviction.  Requires deposit of the fees into an internet crimes against children special fund to provide training and resources for local law enforcement agencies' and investigators' use in investigating and prosecuting internet crimes against children.  Establishes an internet crimes against children advisory committee.

RELATING TO PAYMENTS BY THE STATE.
Requires the State to issue all payments that recur more than once per year by means of a direct deposit electronic funds transfer or debit card issued under the Hawaii electronic benefit transfer system no later than July 1, 2015.
