RELATING TO PUBLIC HOUSING. Prohibits the Hawaii public housing authority from considering a prospective tenant's conviction for a minor crime that occurred five years or more before the application date. Provides exceptions for crimes involving drugs, violence, sexual offenses, and alcohol.

RELATING TO ELIMINATING THE ASSET LIMIT ELIGIBILITY REQUIREMENT FOR THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES PROGRAM. Eliminates the asset limit for the Temporary Assistance for Needy Families program.

RELATING TO THE GENERAL ASSISTANCE PROGRAM. Allows the Department of Human Services to draw from other funds appropriated to the Department of Human Services to maintain the level of General Assistance benefits payments set at the beginning of each fiscal year for the entire fiscal year.

RELATING TO THE ESTABLISHMENT OF THE INTERIM ASSISTANCE REIMBURSEMENT SPECIAL FUND. Establishes a special fund, the Interim Assistance Reimbursement Special Fund, into which interim assistance reimbursements received from the Social Security Administration are deposited for repayment of state-funded financial assistance provided under the general assistance, aged, blind and disabled or temporary assistance for needy families for recipients who are retroactively approved for supplemental security income and authorizes the Department of Human Services to expend the funds for state-funded financial assistance programs. MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FROM THE HOSPITAL SUSTAINABILITY PROGRAM SPECIAL FUND. Appropriates the sum of $43,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Hospital Sustainability Program Special Fund with such moneys to be used consistent with the Hospital Sustainability Program Special Fund, including the reimbursement of moneys advanced in fiscal year 2012-2013 from the health care payments program (HMS 401).

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FROM THE NURSING FACILITY SUSTAINABILITY PROGRAM SPECIAL FUND. Appropriates the sum of $12,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Nursing Facility Sustainability Program Special Fund with such moneys to be used consistent with the Nursing Facility Sustainability Program Special Fund, including the reimbursement of moneys advanced for those purposes in fiscal year 2012-2013 from the health care payments program (HMS 401).

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Amends Act 156, Session Laws of Hawaii 2012, to continue the Nursing Facility Sustainability Program by extending the sunset date of the Act, updating the referral dates in the statute, and appropriating funding out of the nursing facility sustainability program special fund for fiscal year 2013-2014. Effective June 29, 2013. Repeals June 30, 2014.

RELATING TO DEFINITION OF PUBLIC HOUSING PROJECT. Expands the definition of "public housing projects" to include all potential properties that could be managed by a public housing agency under HUD regulations.

RELATING TO FAMILY COURT. Clarifies the appointment requirements and qualifications for child custody evaluators. Requires the courts to establish a complaint process. Reserves the appointment of a child custody evaluator for the conducting of an investigation and analysis of the best interest of the child regarding disputed custody and visitation issues in complex cases, where there is a possible risk to children, and that the court shall not order such an evaluation unless there is credible information regarding possible harm to the child or impairment of parental duties.

RELATING TO FOSTER CARE. Allows former foster care youths who are attending an institution of higher education as a full-time student, to stay in the foster care system until the age of 23.

RELATING TO LONG-TERM CARE FACILITIES. Extends the sunset date of Act 156, SLH 2012, relating to the nursing facility sustainability fee program, to 6/30/2014 and makes conforming amendments. Increases the cap for the nursing facility sustainability fee to twelve per cent of net patient service revenue.
