Appropriates moneys for a grant to establish and operate a comprehensive service center.

RELATING TO MEDICAID.

Extends the termination date of the Medicaid buy-in task force to 6/30/2014.  Requires submission of an interim and final report.

RELATING TO HEALTH INSURANCE.

Requires the State to implement certain cost-savings programs and technologies in the medicaid and children's health insurance programs to reduce fraud, waste, and abuse.

RELATING TO LANGUAGE ACCESS.

Establishes and provides appropriations for a statewide language access resource center and multilingual website pilot project to be administered by the office of language access.

Requires licensed social workers to complete a minimum of fifteen credit hours of continuing education courses for the licensing renewal period beginning July 1, 2013, through June 30, 2016, and forty-five credit hours of continuing education courses during each licensing renewal period, for the period beginning July 1, 2016, and thereafter.

RELATING TO HUMAN SERVICES.

Appropriates funds as a grant to Network Enterprises, Inc. to establish a maintenance program that provides employment for persons with disabilities, unemployed veterans, public housing residents, and socially and economically disadvantaged people in need of employment.
