RELATING TO INTOXICATING LIQUORS IN PUBLIC HOUSING. Prohibits possessing or keeping, while on any sidewalk or common area within a public housing project, any bottle, can, or other receptacle containing any intoxicating liquor which has been opened, has a broken seal, or the contents of which have been partially removed. Adds "state low-income housing project" to definition of public housing project for purposes of liquor control.

RELATING TO THE ELDERLY. Requires a financial institution to report suspected financial abuse against an elder to the appropriate county police department, rather than the department of human services, under certain conditions immediately by telephone and then followed by a written report sent via electronic mail. Repeals the department of human services as the contact agency responsible for determining whether the department has jurisdiction over the elder involved. Requires all financial institutions to develop and implement a training program for their employees regarding the reporting requirements for suspected financial abuse of an elderly.

RELATING TO AFFORDABLE HOUSING. Requires each county to issue affordable housing credits for each single-family residence, multi-family unit, other residential unit, or if allowed by the county, vacant lot, developed by the Hawaii public housing authority under specified conditions and requirements. Repeals on June 30, 2015.

RELATING TO THE DEPARTMENT OF PUBLIC SAFETY SHERIFF DIVISION ENTERING INTO AGREEMENTS TO PROVIDE SECURITY AT PUBLIC HOUSING PROJECTS OPERATED BY THE PUBLIC HOUSING AUTHORITY. Authorizes the department of public safety sheriff division to enter into agreements with the public housing authority to provide security services to protect the residents, staff, buildings, and lands of the authority.

RELATING TO DOMESTIC ABUSE. Establishes that if a law enforcement officer asserts reasonable grounds that a person is in immediate and present danger of domestic abuse, a child is in immediate and present danger to abuse by a family or household member, a child is in immediate and present danger of being abducted by a parent or relative, or an elder or dependent elder is in immediate and present danger of abuse, the court shall issue an emergency protective order. Establishes procedures for an emergency protective order by a law enforcement officer.

RELATING TO STATE LOW-INCOME PUBLIC HOUSING. Authorizes the Hawaii public housing authority to allow law enforcement officers who would not otherwise be eligible to occupy a state low-income public housing project, to reside in a state low-income public housing for the purpose of increasing security and safety for the public housing development residents.

RELATING TO PUBLIC HOUSING. Broadens criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after a reasonable request or warning to leave by housing authorities or a police officer. Excludes an invited guest, unless the guest is violating a law or rule.

RELATING TO EXEMPTIONS FROM CHILD CARE LICENSING. Allows a child care program licensed by the United States Department of Defense and the Hawaii Council of Private Schools to be exempt from licensing by the Department of Human Services. In order for a child care program licensed by the Hawaii Council of Private Schools to be exempt from licensure by the Department of Human Services, the child care program must apply and show evidence that the licensing standards of the Hawaii Council of Private Schools meet or exceed the licensing standards of the Department of Human Services, and that the standards include a monitoring system that ensures compliance with the standards.
