RELATING TO MENTAL HEALTH. Adds definition of "law enforcement officer". Amends references from "police officer" to "law enforcement officer" in the Hawaii Revised Statutes sections relating to emergency admission and involuntary hospitalization. Authorizes advanced practice registered nurses to assess whether there is probable cause to believe a person is mentally ill or suffering from substance abuse or is otherwise in need of care, treatment, or both.
