RELATING TO WARNING SIGNS.

Requires premises licensed under chapter 281, Hawaii Revised Statutes, to have a sign posted on or about the premises, including but not limited to the women's restroom, that provides customers with a warning of the risks of birth defects and fetal alcohol spectrum disorders for women drinking alcohol during pregnancy.

RELATING TO CANCER.

Appropriates funds for the comprehensive breast and cervical cancer control program.

RELATING TO HOSPITAL EMERGENCY COMPASSIONATE CARE FOR SEXUAL ASSAULT VICTIMS.

Establishes a new part in chapter 321 to ensure that victims of sexual assault are provided with medically and factually unbiased information about and access to emergency contraception when receiving emergency medical care at Hawaii's hospitals for sexual assaults.

RELATING TO CERTIFICATES OF BIRTH.

Requires the DOH to establish a new certificate of birth for a person who provides a written request that DOH issue a new certificate of birth with a gender designation that differs from the gender on the original certificate of birth, a notarized statement from a licensed treating or evaluating physician, and official copy of name change if requesting a name change on the certificate of birth.

RELATING TO NEWBORN SCREENING.

Authorizes the Department of Health to implement point of care newborn screening, amends section 321-291 concerning the newborn metabolic screening special fund.

RELATING TO INFANT MORTALITY PROGRAM.

Clarifies the role of the Department of Health in reducing infant mortality rates and creates the Infant Mortality Advisory Board.  Requires birthing facility reporting.

RELATING TO HEALTH.

Appropriates funds to address the shortage of primary care physicians in the State through a comprehensive primary care workforce development plan that addresses the critical areas of loan repayment, diversity programs, and primary care workforce expansion.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Appropriates $2,800,000 to the Hawaii health systems corporation to implement and sustain its primary care training program at the Hilo medical center.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
