RELATING TO DIRECT SALES FROM FARM TO CONSUMER. Exempts producers of unprocessed Hawaii-grown agricultural products from department of health rules if selling unprocessed Hawaii-grown agricultural products directly to consumers. Allows producers of value-added products to sell directly to consumers if certain requirements are met.

RELATING TO TOXIC PRODUCTS. Prohibits the manufacture, sale, or distribution of drink and food containers for young children containing bisphenol A or phthalates. Requires manufacturers to use the least toxic alternatives.

RELATING TO CADMIUM. Prohibits the sale, manufacture, and distribution in the State of children's products that contain cadmium more than .004 per cent by weight.

RELATING TO TANNING. Makes it unlawful for tanning facilities and operators to allow use of tanning beds by anyone under the age of eighteen.

RELATING TO EMERGENCY MEDICAL SERVICES. Appropriates funds out of the emergency medical services special fund to establish and fund a twenty-four-hour, seven-days-a-week, special emergency medical response vehicle unit based in the Maalaea area on Maui, including acquisition of a vehicle, equipment, and personnel costs, that is appropriately staffed at all times by a paramedic trained in advanced life support and equipped with all appropriate life-saving, emergency response equipment.

RELATING TO EMERGENCY MEDICAL CARE. Appropriates funds to increase the on-call availability of emergency medical services and ambulance services in Ewa Beach. Effective 7/1/13.

RELATING TO FOOD. Requires businesses with customer card programs to notify customers in the event of a class I food, product and merchandise recall; makes a violation an unfair or deceptive act or practice.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR HAWAI‘I PACIFIC HEALTH. Authorizes the issuance of special purpose revenue bonds for Hawai‘i Pacific Health.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;

· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
