RELATING TO HEALTH. Transfers departmental jurisdiction of the medical marijuana laws from the Department of Public Safety (DPS) to the Department of Health and requires DPS to assist with the transfer. Effective July 1, 2013.

RELATING TO MEDICAL MARIJUANA. Amends aspects of the Medical Use of Marijuana regime: defining adequate supply, confidentiality of growing sites, certifying physician requirements, confidentiality of patient's condition, caregiver to patient ratio, transportation of medical marijuana, qualifying visitors, and registration requirements. Effective July 1, 2013.

RELATING TO SALES OF ELECTRONIC SMOKING DEVICES TO PERSONS UNDER 18 YEARS OF AGE. Adds electronic smoking devices to tobacco as products that are unlawful to sell to or be purchased by persons under eighteen years of age; and requires the additional listing of electronic smoking devices to sales prohibition signage.

RELATING TO HEALTH. Requires cigarettes and tobacco products to be stored for sale behind a counter. Requires advertisements that promote or encourage the purchase or use of cigarettes or tobacco products to be placed twenty-five feet away from children's products, toys, cookies, candy, ice cream, gum, or snacks. Requires advertisements that promote or encourage the purchase or use of cigarettes or tobacco products to be placed four feet off the floor. Permits exceptions for retail tobacco stores, bars, or establishments where the minimum age for admission is eighteen. Includes electronic cigarettes under the definition of tobacco products.

RELATING TO TOBACCO. Prohibits any minor under the age of eighteen from possessing or smoking tobacco products. Takes effect 1/1/2014.

RELATING TO VACCINATION GUIDELINES. Authorizes the Department of Health to adopt, amend, or repeal a list of specific vaccines and to adopt, amend, or repeal, as rules, the immunization recommendations of the United States Department of Health and Human Services, Advisory Committee on Immunization Practices, as they apply to the list of specific vaccines. This will ensure that immunizations required, and the manner and frequency of their administration, conform with currently recognized standard medical practices.

RELATING TO VITAL RECORDS FEES. Raises the fees associated with vital statistics certified copy and expedited and correction services.

RELATING TO REPORTING DEATHS TO STATE AGENCIES. Authorizes the DOH to disclose lists of names of persons whose deaths have been recorded by the department to state agencies that need to update official lists of persons, but that are prohibited by federal law from disclosing their lists to the DOH for verification.

RELATING TO THE DISCLOSURE OF PUBLIC HEALTH STATISTICS RECORDS TO LAW ENFORCEMENT OFFICERS. Authorizes the Department of Health to provide public health statistics records to law enforcement officers to facilitate criminal investigations.

RELATING TO HEALTH. Allows the Department of Health to share records with other State departments and agencies upon authorization of a person with a tangible interest in the record.

RELATING TO FOOD ESTABLISHMENTS. Replaces "registered sanitarian" with "duly authorized agent of the department of health" for purposes of food establishment inspections; and repeals the Advisory Council on Food Protection Practices.

RELATING TO THE SYSTEMATIC HEARING AND VISION PROGRAM. Repeals chapter 321, part IX, Hawaii Revised Statutes, for housekeeping purposes.

RELATING TO HEALTH. Requires the department of health to classify and recognize qualified hospitals and health care facilities that provide care to stroke patients. Allows hospitals and health care facilities to publicly advertise their recognition. Requires hospitals and health care facilities to report data to the department. Requires the department to create guidelines for pre-hospital stroke-triage assessment and maintain a statewide stroke database. Requires the department to provide an annual report to the governor and legislature. Takes effect on 7/1/15.

RELATING TO LANGUAGE ACCESS. Establishes and provides appropriations for a statewide language access resource center and multilingual website pilot project to be administered by the office of language access.
