RELATING TO TAXATION. Proposed HD1: Expands application of the general excise tax to business activities in the State that are significantly associated with a seller's ability to establish or maintain a market in the State. Creates a presumption under the general excise tax law for sellers of tangible personal property where the seller's activities in the State demonstrate a significant business nexus with the State. Creates a presumption under the use tax law that a seller is engaged in business in the State if the seller's activities in the State demonstrate a significant business nexus with the State. Effective July 1, 2030

RELATING TO COMPREHENSIVE PUBLIC FUNDING FOR ELECTIONS. Changes funding formula for the comprehensive public funding pilot project to average the amount of money used by winning candidates in the last two election periods for all county district races. Limits the number of candidates in the pilot program to fifteen per election period. Makes an appropriation of an unspecified amount to the Campaign Spending Commission.

RELATING TO ATTORNEY'S FEES. Clarifies that the Department of the Attorney General is allowed to recover attorney's fees and litigation costs where the State is the prevailing party in a court action and such recovery is authorized by statute, rule of court, agreement, stipulation, or precedent.

RELATING TO PUBLIC ARCHIVES. Clarifies the duties of the State Archivist to enable the department of accounting and general services to address the management of the digital archives and protection of electronic records of enduring value and to establish the state archives preservation and long-term access special fund.

RELATING TO MORTGAGE LOAN ORIGINATION. Raises application and renewal fees for mortgage loan originators, mortgage loan originator companies, and exempt sponsoring mortgage loan originator companies; and establishes fees for mortgage servicer companies that conduct mortgage loan origination activities. Substitutes the word "NMLS" wherever the words "the Nationwide Mortgage Licensing System", or similar term, appears, as the context requires. Effective July 1, 2112.

RELATING TO THE REVIEW OF HISTORIC PRESERVATION PROJECTS. Authorizes the phased review of certain projects by the Department of Land and Natural Resources' State Historic Preservation Division to ensure consistency between state and federal law. Removes language that provided the Governor with the option to request the Hawaii Advisory Council on Historic Preservation to report an action to overrule or sustain a department when an agency, officer, or other person is dissatisfied with a decision of the Hawaii Historic Places Review Board. Effective January 1, 2050.
