RELATING TO YOUTH. Requires the office of youth services to coordinate a two-year safe places for youth pilot program to establish a network of safe places where youth can access safety and services. Establishes the position of safe places for youth program coordinator. Makes appropriation. Effective July 1, 2050.

RELATING TO BREASTFEEDING IN THE WORKPLACE. Requires certain employers to provide reasonable time and private location for breastfeeding employees to express breast milk. Requires covered employers to post a notice. Establishes a civil fine of an unspecified amount. Effective July 1, 2113.

RELATING TO VESSELS. Allows a court to withhold income for violations of laws regarding abandoned vessels. Clarifies that all costs and expenses associated with the impoundment and disposal of an unauthorized vessel by the Department of Land and Natural Resources shall be borne by the vessel owner and clarifies circumstances when no vessel registration shall be renewed or transferred.

RELATING TO LIQUOR TAX LAW. Defines "barrel" and "small brewery or brewpub." Establishes a tax rate of $0.23 per wine gallon on draft beer and beer other than draft beer that is brewed or produced by a small brewery or brewpub. Effective 07/01/2050.

Your Committee on Finance would like to receive testimony on the following Proposed House Draft 1, which was previously heard on Monday, April 1, as Senate Draft 1 and deferred.
RELATING TO AGING. Proposed HD1: Establishes and funds a position for an Alzheimer's disease and related dementia services coordinator within the executive office on aging. Appropriates funds for programs and services that support the State's elderly population, including kupuna care, the aging and disability resource center, senior centers, and the healthy aging partnership program. Establishes a task force on mobility management. Requires the task force to establish a transportation framework to assist elders and individuals with disabilities with transportation needs in rural communities. Appropriates unspecified funds.

DECISION MAKING TO FOLLOW
