RELATING TO TAXATION. Requires payors of non-wage payments for construction services to report the payments to the department of taxation and the director of labor and industrial relations. Establishes penalties for failure to report.

RELATING TO STATE FINANCIAL ADMINISTRATION. Requires that projected operating costs of all capital improvements be included in the six-year program and financial plan.

RELATING TO THE STATE EDUCATIONAL FACILITIES IMPROVEMENT SPECIAL FUND. Proposed HD1: Remove the requirement that general excise tax revenues be deposited to the credit of the state educational facilities improvement special fund, Limits expenditures from the special fund to projects authorized by the legislature for fiscal years ending prior to 07/01/2014. Limits lease payments required by financing agreements paid from the special fund to those entered into prior to 07/01/2013. Repeals the special fund on 07/01/2023. Removes the department's ability to transfer appropriated funds and positions for the operating cost category among programs. Removes the department's ability to create temporary positions.

RELATING TO TRANSIENT ACCOMMODATIONS TAX. Proposed HD1: Reduces the effective transient accommodations tax rate of 9.75 per cent to 7.25 per cent on July 1, 2013. Eliminates the daily transient accommodations tax for complimentary accommodations. Retains the caps on transient accommodations tax revenue distributions to the convention center special fund, the tourism special fund, and the counties after 2015.

RELATING TO AGRICULTURE. Proposed HD2: Appropriates funds to the Department of Education and the University of Hawaii to operate and implement the Future Farmers of America and 4-H programs. Amends public lands classifications to add taro lands for wetland cultivation as fourth class of agricultural lands. Defines taro lands. Requires retention of supporting structures for taro fields. Adds growth and perpetuation of all traditional Hawaiian crops to agricultural planning objectives.
