RELATING TO THE REVIEW OF HISTORIC PRESERVATION PROJECTS. Authorizes the phased review of certain projects by the Department of Land and Natural Resources' State Historic Preservation Division to ensure consistency between state and federal law. Removes language that provided the Governor with the option to request the Hawaii Advisory Council on Historic Preservation to report an action to overrule or sustain a department when an agency, officer, or other person is dissatisfied with a decision of the Hawaii Historic Places Review Board. Effective January 1, 2050.

Directs the Office of Veterans Services, with the assistance of DAGS, state DOD, and the State Historic Preservation Division, to develop a plan to establish a memorial honoring the veterans of the Persian Gulf War, Operation Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom, Operation New Dawn, Global War on Terrorism, Homeland Defense, and Operation Noble Eagle, and those who have protected our borders by land, sea, and air. Requires a report to the Legislature. Effective July 1, 2050.

RELATING TO THE TRICARE PROGRAM. Makes permanent the general excise tax exclusion for amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third-party health care providers pursuant to a contract with the United States. RELATING TO DIGITAL MEDIA INFRASTRUCTURE. Establishes a media infrastructure project tax credit for qualified media infrastructure projects in West Oahu or on the most populous island in a county with a population between 100,000 and 175,000. Provides for recapture of the media infrastructure project tax credit in certain circumstances. Requires annual report to Legislature. Effective January 20, 2050.

RELATING TO THE COLORECTAL CANCER SCREENING PILOT PROGRAM. Establishes a two-year Hawaii colorectal cancer screening awareness pilot program using the Hawaii comprehensive breast and cervical cancer control program as a model. RELATING TO PEDIATRIC DENTAL HEALTH COVERAGE. Requires the Hawaii health connector to provide information that all individuals under age nineteen are required to be covered by a plan containing pediatric dental coverage as part of the essential health benefits under the Patient Protection and Affordable Care Act. Effective July 1, 2112.

RELATING TO DENTAL HEALTH. Permits dental hygienists to apply preventative sealants, in consultation with a licensed dentist, in a school-based dental sealant program or federally qualified health center. Requires the Department of Health to establish and administer a school-based dental sealant program in a high-need school. Appropriates funds. Effective January 1, 2054. Repealed on January 1, 2057.

RELATING TO TOBACCO PRODUCTS. Imposes an excise tax equal to $3.20 per ounce of tobacco in each article or item of tobacco products, other than large cigars. Allocates monies generated to certain special funds and the general fund. Effective July 1, 2013.

RELATING TO HOUSING. Appropriates unspecified funds to the Department of Human Services, rental housing trust fund, the department of health, Hawaii Public Housing Authority, Shelter Plus Care Program for housing and supportive services for homeless individuals and families. RELATING TO MONEY TRANSMITTERS. Authorizes the Commissioner of Financial Institutions to require money transmitters to register with NMLS. Establishes procedures for a licensed money transmitter to surrender its license. Amends the bond requirement, the fee structure for services provided by the Division of Financial Institutions of the DCCA for the regulation of money transmitters, and the fine for violations of money transmitter regulations. Effective July 1, 2112.

RELATING TO REAL ESTATE APPRAISERS. Requires real estate appraisers, acting as arbitrators, to record arbitration awards, the records of the awards, if separately issued, and any supplementary, dissenting, or explanatory opinions with the bureau of conveyances within ninety days of the determination of the award and its notification to the parties. Effective 01/01/2112.
