RELATING TO THE ENHANCED 911 BOARD. Replaces the Comptroller with the Chief Information Officer as a member of the Enhanced 911 Board.

RELATING TO CASH ECONOMY ENFORCEMENT. Assists with enforcement of cash economy laws by the department of taxation.

RELATING TO INFORMATION TECHNOLOGY. Authorizes the Chief Information to conduct or cause to be conducted security audits, which may include reviews of physical security practices, of all executive branch agencies regarding the protection of government databases and data communications and to direct remedial actions as necessary. RELATING TO THE ACCESS HAWAII COMMITTEE. Designates the chief information officer or the chief information officer's designee to serve on and chair the access Hawaii committee. Requires the access Hawaii committee to include the portal manager's financial reports in its annual report to the legislature.

RELATING TO PORTABLE ELECTRONICS INSURANCE. Amends the fees related to portable electronics insurance licenses to align with similar licensing fees in other jurisdictions. Effective 7/1/2050.

RELATING TO ECONOMIC DEVELOPMENT. Reenacts the tax credit for qualified research activities to apply to taxable years from 2014 to 2017. Adds, amends, and deletes definitions. Establishes new reporting requirements. Requires DBEDT to conduct studies to measure the effectiveness of the tax credit and submit reports to the legislature. Effective July 1, 2050.

RELATING TO HIGHWAYS. Authorizes the director of transportation, upon application, to issue a written permit authorizing the applicant to vend in the airspace above a highway.

RELATING TO TRANSPORTATION. Authorizes ordinances permitting county use of wheel boots for parking violations. Establishes that unless authorized by a county, no person, other than the registered owner of a motor vehicle, may apply a wheel boot to a motor vehicle.

RELATING TO HIGHWAY SAFETY. Establishes a three-year pilot photo red light imaging detector system program. Authorizes counties to administer the program. Makes other amendments regarding highway safety. Effective July 1, 2150. Repeals July 1, 2016.

MAKING AN APPROPRIATION FOR PUBLIC SAFETY PROGRAMS. Makes an appropriation to the Department of Public Safety to contract with community-based non-profit organizations to provide education, mentoring, restorative circles, farming, artisan skills, cognitive behavioral therapy, and cultural healing services to inmates and former inmates who are under the custody and control of the Department of Public Safety or the Hawaii Paroling Authority. Effective July 1, 2050.

RELATING TO HOMELAND SECURITY. Enacts a homeland security law to establish a State Office of Homeland Security within the State Department of Defense. Authorizes the establishment of county organizations for homeland security. Effective July 1, 2050.

RELATING TO ANIMAL CRUELTY. Establishes felony and misdemeanor offenses for injuring or killing an animal engaged in law enforcement or corrections activities. Provides for an affirmative defense.

RELATING TO FIREARMS. Requires county police departments under certain conditions to fingerprint, photograph, and perform background checks on individuals who wish to register a firearm that was procured out-of-state. Authorizes the police departments to assess a fee for conducting a fingerprint check and specifies the amount of the fee. Extends the time period for registering a firearm procured out-of-state, for consistency with the time period for registering firearms obtained in or imported into the State. Appropriates funds for county implementation. Effective July 1, 2013.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
