RELATING TO DELETING STATE PUBLIC HOUSING DELINQUENT ACCOUNTS. Authorizes the Hawaii Public Housing Authority to delete delinquent accounts receivable records for state low-income public housing projects that have been delinquent at least ninety days and also authorizes the Hawaii Public Housing Authority to assign delinquent accounts to a collection agency.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Authorizes the Hawaii Public Housing Authority (HPHA) Board of Directors to set the salaries, not to exceed the Governor's salary, of the HPHA executive director, executive assistant, chief financial management advisor, property management branch chief, chief planner, and redevelopment officer. Effective July 1, 2050.

RELATING TO PUBLIC HOUSING. Expands the scope of the definition of "public housing project" to include any housing project controlled or managed by the Hawaii public housing authority pursuant to federally assisted housing. Excludes state-owned public housing.

RELATING TO THE HAWAII INTERAGENCY COUNCIL ON HOMELESSNESS. Provides for the appointment of a House of Representatives member and a Senate member to serve as alternate members on the Hawaii Interagency Council on Homelessness in the absence of the House and Senate member, respectively.

RELATING TO THE HOUSING LOAN AND MORTGAGE PROGRAM. Updates the Hula Mae Single Family Mortgage Loan Program to allow broader program participation by potential homeowners, add downpayment and other cost assistance as a program feature, and make housekeeping and conforming amendments.

RELATING TO DEVELOPMENT OF PUBLIC HOUSING. Authorizes the Hawaii public housing authority to develop public housing projects. Authorizes the Hawaii public housing authority to develop commercial and industrial properties in connection with the development of public housing dwelling units. Effective July 1, 2050.

RELATING TO THE DIETITIAN LICENSURE SPECIAL FUND. Authorizes the Department of Health to expend fees from the Dietitian Licensure Special Fund to offset the expenses incurred relating to the licensing of dietitians. Effective 7/1/2050.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FROM THE HOSPITAL SUSTAINABILITY PROGRAM SPECIAL FUND. Appropriates the sum of $43,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Hospital Sustainability Program Special Fund with such moneys to be used consistent with the Hospital Sustainability Program Special Fund, including the reimbursement of moneys advanced in fiscal year 2012-2013 from the health care payments program (HMS 401).

RELATING TO PHYSICAL THERAPY. Regulates physical therapist assistants by limiting the use of certain titles and requiring licensure prior to practicing in the State. Ensures physical therapist assistants have the appropriate education and training background. Adds a physical therapist assistant to the composition of the Board of Physical Therapy of the Department of Commerce and Consumer Affairs. Appropriates funds out of the compliance resolution fund to implement the licensure of physical therapist assistants. Effective 7/01/2050.

RELATING TO EMERGENCY MEDICAL SERVICES. Appropriates funds out of the emergency medical services special fund to establish and fund a twenty-four-hour, seven-days-a-week, special emergency medical response vehicle unit based in the Maalaea area on Maui, including acquisition of a vehicle, equipment, and personnel costs, that is appropriately staffed at all times by a state licensed paramedic and equipped with all appropriate life-saving, emergency response equipment. Effective 07/01/2050.

RELATING TO MEDICAID. Extends the termination date of the Medicaid buy-in task force to 6/30/2014. Requires submission of an interim and final report. Takes effect 6/29/2013.

RELATING TO TAXATION. Reduces the tax liability for low-income taxpayers by creating a tax credit that will reduce a taxpayer's income tax to a minimum amount if the taxpayer's federal and Hawaii adjusted gross income falls below certain thresholds. Effective 07/01/2050.

RELATING TO CHILDREN. Appropriates funds to the judiciary for the Honolulu Zero To Three Court Program to fund the coordinator's transportation to visit children and parents, emergency housing assistance, a secure opening at a residential drug and alcohol facility that will accommodate a mother and child, development and implementation of an incentive program similar to the successful model utilized in family drug court, training and professional development of court team members and community partners, and creation and utilization of an enhanced visitation and parenting coaching site in leeward Oahu.

RELATING TO FOSTER CARE. Establishes the young adult voluntary foster care program to care for and supervise eligible foster youth until age twenty-one. Effective July 1, 2013.

RELATING TO AGRICULTURAL LOANS. Expands the Department of Agriculture's agricultural loan program by adding farm innovation and biosecurity loans and expanding the definition of a new farmer. Effective July 1, 2050.

RELATING TO AGRICULTURE. Creates and appropriates funds for a Good Agricultural Practices Task Force to identify and develop food safety guidelines for locally farmed products. Effective July 1, 2050.
