RELATING TO THE UNLAWFUL DISCLOSURE OF TAX RETURNS AND TAX RETURN INFORMATION. Consolidates and clarifies unlawful disclosure of tax returns and tax return information requirements under chapter 231, Hawaii Revised Statutes.

RELATING TO UNAUTHORIZED INSPECTION OF TAX RETURNS AND TAX RETURN INFORMATION. Codifies the Department of Taxation's current unauthorized inspection policies and procedures, which were adopted in conformance with the prohibitions of the Taxpayer Browsing Protection Act of 1997 and Internal Revenue Code section 7123A, including criminal penalty provisions.

RELATING TO EDUCATION. Appropriates $150,000 to the Hawaii Educational Policy Center for fiscal year 2013-2014 and the same amount for fiscal year 2014-2015 to conduct research and policy analysis on education issues. Effective July 1, 2013.

RELATING TO DISPOSITION OF PERSONAL PROPERTY ON PUBLIC HOUSING PROPERTIES. Establishes a process whereby the Hawaii Public Housing Authority may dispose of abandoned or seized property that it has acquired on state low-income housing projects.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii for the implementation of a scholarship program and other programs in partnership with the Washington Center. Effective July 1, 2013.

RELATING TO THE YOUNG ADULT VOLUNTARY FOSTER CARE ACT. Sets the requirements for extending the age of foster care to age twenty-one.

RELATING TO MOBILITY MANAGEMENT. Establishes a task force on mobility management. Requires the task force to establish a transportation framework to assist elders and individuals with disabilities with transportation needs in rural communities. Appropriates funds. Effective July 1, 2020.

RELATING TO SUSTAINABLE ALTERNATIVE BUILDING CODE. Authorizes the use of certain land, subject to county approval and oversight, for research, development, and testing of sustainable agriculture, development, waste management, and resource management through planned community use. RELATING TO ABSENTEE VOTING. Requires the absentee ballot for a voter requesting permanent absentee status to be mailed to the mailing address contained on the voter's most recently completed affidavit on application for voter registration, unless the voter submits a temporary mailing authorization for the absentee ballot to be mailed to a different address.

RELATING TO CAMPAIGN SPENDING. Requires noncandidate committees to identify certain top contributors in advertisements. Amends reporting requirements for persons and organizations. Repeals section specific to reporting by corporations. Effective November 5, 2014.

RELATING TO COLLECTIVE BARGAINING. Sets a time frame within which the Hawaii Labor Relations Board shall resolve complaints. Effective January 1, 2113.

RELATING TO EDUCATION. Establishes provisions for charter schools relating to annual independent financial audits, criminal history record checks, enrollment, conflicts of interest, and hiring. Makes amendments to chapter 302D, HRS, for clarity and consistency.

RELATING TO FUEL TAX REVENUES. Permits Hawaii County to appropriate its share of fuel tax revenue for the maintenance of substandard private subdivision roads that are used by the public. Provides that neither the State nor Hawaii County shall be required to install infrastructure improvements if the roads are thereafter sold to a private entity. Effective July 1, 2050. Repeals June 30, 2018.

RELATING TO HAWAIIAN LANGUAGE. Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation. Clarifies that the full text of official documents is not required to be written in Hawaiian, misspelled or incorrectly punctuated Hawaiian words and names shall not invalidate documents or render them unenforceable, and no cause of action shall arise accordingly.

RELATING TO HAWAIIAN MUSIC AND DANCE. Creates a museum of music, dance, and cultural arts design committee. Authorizes the committee to invite developers to prepare plans, specifications, and designs for a new museum, and to review for approval the proposed museum development plans submitted by developers. Makes an appropriation for design of the museum.

RELATING TO MORTGAGE LOAN ORIGINATION. Changes application and renewal fees to an unspecified amount for mortgage loan originators, mortgage loan originator companies, and exempt sponsoring mortgage loan originator companies; and establishes unspecified fees for mortgage servicer companies that conduct mortgage loan origination activities. Effective July 1, 2112.

RELATING TO MORTGAGE SERVICERS. Authorizes the Commissioner of Financial Institutions to conduct examinations and investigations and adjust the fees for mortgage servicer licensees to use NMLS. Effective July 1, 2112.

RELATING TO THE PROTECTION OF TARO. Includes existing taro-growing systems, ancient wetland taro lands, and taro-growing structures as special agricultural lands to be protected from development. Effective July 1, 2050.
