RELATING TO STATE FINANCES. Makes technical amendments to clarify requirements for transfers of non-general funds to the general funds.

RELATING TO HIGHER EDUCATION. Appropriates $350,000 to the University of Hawaii to hire a program coordinator and a technical support staff member for the proposed international flight training center and associated degree programs at the University of Hawaii at Hilo and Hawaii Community College. Effective July 1, 2013.

RELATING TO FAMILY LEAVE. Amends the state family leave law to allow an employee with a family member in the United States armed forces who is on active duty or notified of a call to active duty, to use state family leave for certain activities for which an employee may take military family leave under federal law. Requires certain documentation to certify the validity of the family leave request. Effective July 1, 2013.

RELATING TO FIRE SAFETY. Establishes a Residential Kitchen Fire Task Force to develop plans to address the dangers of residential kitchen fires. Report to the 2014 Legislature.

RELATING TO BICYCLES. Requires the Department of Transportation to identify, fund, and establish alternative bikeway projects when establishment of bikeways on new or reconstructed roads is not practicable. Requires annual reporting to the Legislature. Effective July 1, 2050.

RELATING TO ECONOMIC DEVELOPMENT. Establishes the state smart growth public infrastructure policy. Requires state agencies involved in the planning, development, and financing of public infrastructure to consider smart growth criteria prior to approving or financing any public infrastructure projects. Requires the chief executive officers of each state agency involved in the planning, development, and financing of public infrastructure projects to attest that a project meets the smart growth criteria or prepare a statement of justification. Requires each state agency involved in the planning, development, and financing of public infrastructure to create a smart growth advisory committee. Precludes any private right of action. Effective July 1, 2014.

RELATING TO HYDROGEN FUELING STATIONS. Requires DBEDT to establish a hydrogen fueling station demonstration project in qualifying counties. Effective January 1, 2050.

RELATING TO INFANT MORTALITY PROGRAM. Creates the Comprehensive Infant Mortality Reduction Program. Clarifies the role of the Department of Health in establishing, administering, and maintaining a statewide, comprehensive infant mortality reduction program. Appropriates funds. Upon its approval, takes effect July 1, 2050.

RELATING TO BEACH NOURISHMENT. Appropriates an unspecified amount of funds for the environmental impact statement associated with the planned beach nourishment project at Kaanapali beach on the island of Maui; provided that no funds shall be expended unless matched dollar-for-dollar with private funds. Effective July 1, 2013.

RELATING TO GREEN INFRASTRUCTURE. Establishes a regulatory financing structure that authorizes the Public Utilities Commission and the Department of Business, Economic Development, and Tourism to provide low-cost loans for green infrastructure equipment to achieve measurable cost savings and achieve Hawaii's clean energy goals. Effective January 28, 2100.
