RELATING TO INSURANCE. Addresses the unfunded liabilities for public employee health benefits without putting down $500,000,000 per year for the next thirty years. Calls for the formation and implementation of a captive insurance facility to effectively manage the administration and financing of the current and potential future employee benefit obligations of the state and county governments. Establishes the Hawaii employer-union health benefits captive insurance fund, minimum capital and surplus account, and reserve account that holds ten per cent of the unfunded liabilities, which has the effect of fully funding the liabilities. Effective July 1, 2014.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Establishes a task force to study, among other things, the feasibility of allowing the operations of the Hawaii Health Systems Corporation regional systems and their facilities to transition to public-private partnership status. Requires report to the Legislature prior to the 2014 Regular Session. Task force ceases to exist on June 30, 2015. Effective July 1, 2112.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Amends the governance structure of Hawaii Health Systems Corporation (HHSC). Makes the regional chief executive officers nonvoting members. Establishes the HHSC personnel system and new collective bargaining units. Delineates the HHSC Board's and regional boards' powers. Effective 07/01/2112.

RELATING TO RENEWABLE ENERGY. Amends the tax credit for renewable energy technologies. Applies to taxable years beginning after December 31, 2012. Establishes a regulatory financing structure that authorizes the Public Utilities Commission and the Department of Business, Economic Development, and Tourism to provide low-cost loans for green infrastructure equipment to achieve measurable cost savings and achieve Hawaii's clean energy goals. Effective January 28, 2100.

RELATING TO THE ENVIRONMENT. Establishes single-use checkout bag program and fee. Directs use of fee revenues to mitigate the effects of single-use checkout bags and protect Hawaii's fresh water supply. Appropriates funds. Effective July 1, 2112.

RELATING TO FOOD LABELING. Imposes labeling requirements and import restrictions on imported genetically engineered produce. Authorizes labeling of non-genetically engineered food and creates a private right of action to enjoin violations. Effective July 1, 2112.
