RELATING TO TAXATION.

Amends the date of filing of monthly, quarterly, and semiannual general excise tax returns from the twentieth day of the calendar, quarterly, or semiannual month to the last day.

RELATING TO ECONOMIC DEVELOPMENT.

Creates tax credits as an incentive for companies to expand or locate their operations in Hawaii and increase employment.  Provides for an application and agreement process with the department of taxation and Hawaii housing finance and development corporation to obtain the tax credits.  Repeals on 1/1/2017.

Establishes an Office of Homeland Security and supporting laws to provide a comprehensive program to protect Hawaii's citizens, infrastructure, and government from terrorism and threat of attack.  Effective July 1, 2050.

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE TAX.

Requires the rental motor vehicle surcharge tax for car-sharing organizations to be prorated at 12.5 cents per hour.  Defines car-sharing organization.  Effective July 1, 2020.

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO RESIDENCY REQUIREMENTS FOR MEMBERS OF THE LEGISLATURE.

Amends the state constitution to require candidates for the state senate or house of representatives to be a resident of the legislative district from which the person is a candidate for not less than twelve consecutive months prior to the next general election.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST A SEAWATER AIR CONDITIONING PROJECT IN WAIKIKI.

Authorizes the issuance of special purpose revenue bonds of up to $200,000,000, for Kaiuli Energy LLC for the planning, design, and construction of its seawater air conditioning district cooling system in and around Waikiki, Oahu.  Effective July 1, 2013.

Requires wind energy facility owner to be responsible for facility decommissioning and to provide evidence of financial security unless the owner has an existing lease or other agreement that provides for decommissioning.  Outlines the elements of proper decommissioning.

Allows Hawaii Public Housing Authority (HPHA) to assign to a collection agency, accounts for vacated units in state low-income public housing projects that are delinquent for at least 90 days; provided that HPHA may delete the delinquent accounts from its accounts receivable records.

RELATING TO PUBLIC HOUSING.

In determining eligibility for state low-income housing, requires the value of all motor vehicles registered to a unit's tenants to be considered in calculating income and asset limits.  Provides exclusion for a certain threshold value amount.

RELATING TO HOMELESS PROGRAMS.

Authorizes the designation of temporary nighttime parking lots in each county to provide safe overnight parking for homeless individuals who live and sleep in their motor vehicles and who would otherwise park overnight on public or private roads or property.  Appropriates funds.  Effective July 1, 2013.

Establishes and provides appropriations for a Statewide Language Access Resource Center and Multilingual Website Pilot Project to be administered by the Office of Language Access.  Effective July 1, 2050.  Appropriations.

RELATING TO HEALTH.

Transfers the medical use of marijuana program, from the Department of Public Safety to the Department of Health by June 30, 2014.  Requires report, with transfer plan and timeline, to the legislature prior to the 2014 regular session.  Effective July 1, 2013.
