RELATING TO EMPLOYMENT. Extends the maximum weekly benefit amount at seventy-five per cent of the average weekly wage from December 31, 2012, to December 31, 2013. Sets, for calendar year 2013, the employer contribution rate at schedule F. Increases the hourly minimum wage to $7.75 on January 1, 2014, $8.25 on January 1, 2015, and $8.75 on January 1, 2016. Applies retroactively to January 1, 2013.

RELATING TO COLLECTIVE BARGAINING. Prohibits: (1) a public employer from wilfully implementing or attempting to implement any term of a collective bargaining proposal without the exclusive representative's agreement; and (2) a public employee or employee organization from wilfully implementing or attempting to implement any term of a collective bargaining proposal without the employer's agreement. Effective January 1, 2113.

RELATING TO THE HAWAIIAN LANGUAGE. Appropriates funds to support programs that encourage the use of the Hawaiian language by and promote fluency of the Hawaiian language in prekindergarten-aged children.

RELATING TO MAKUA VALLEY. Establishes the Makua Valley Reserve Advisory Committee to provide advice regarding preservation and restoration activities in Makua Valley on Oahu.

RELATING TO APPRAISALS. Requires valuation of public agricultural or aquacultural land to be based on the land's agricultural or aquacultural use, economic considerations, relevant risk factors, and societal benefits. In the case of disinterested appraisals, requires that costs greater than one year's existing rent shall be borne by DLNR. Effective July 1, 2020.

RELATING TO NATIVE WILDLIFE. Increases the environmental response, energy, and food security tax by an unspecified amount until June 30, 2015, and then by 2 cents per barrel on June 30, 2015, and deposits a specified amount of the increases into the wildlife recovery and rehabilitation special fund. Establishes the wildlife recovery and rehabilitation special fund to support the operations of a facility to respond to oil and fuel-related disasters affecting native wildlife in the State. Effective July 1, 2013.

RELATING TO LAND USE. Requires the land use commission, upon request, to extend the time period for which a boundary amendment is effective for at least 2 years if the appropriate county officer or agency determines that the petitioner has substantially commenced development or if other good cause exists.
