RELATING TO VIDEOCONFERENCING. Requires both chambers of the Legislature to implement rules to enable the Legislature to receive live oral testimony from the neighbor islands through audio or audiovisual technology. Requires each chamber to seek out agency sites that have audio or audiovisual capability that could be used for live testimony. Appropriates funds to establish audiovisual systems throughout the State.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS. Appropriates funds to PISCES. Requires report to the Legislature. Appropriation. Effective July 1, 2013.

RELATING TO HIGHER EDUCATION. Establishes the Campus Planning Facility Board and the Major Repairs and Replacement Special Fund to address University repairs and maintenance. RELATING TO HIGHER EDUCATION. Establishes an Independent Audit Committee within the Board of Regents of the University of Hawaii.

RELATING TO HIGH TECHNOLOGY. Requires the University of Hawaii to extend the current land lease with the high technology development corporation for no less than 25 years from the date of expiration of the existing lease.

RELATING TO WORKERS' COMPENSATION. Authorizes the employer and provider of services to notify the director of labor and industrial relations in the event of a reasonable disagreement relating to specific medical service charges. Requires that the notice of dispute is done in writing and that the parties negotiate during the thirty-one calendar days following the date of the notice to the director. Allows parties to request the director to render an administrative decision without a hearing in the event the parties fail to reach an agreement within the thirty-one day negotiation period. Establishes that the administrative decision rendered by the director is final and nonappealable.

RELATING TO WORKERS' COMPENSATION MEDICAL FEE SCHEDULES. Increases maximum allowable medical fees under workers' compensation to 130 percent of the Medicare Resource Based Relative Value Scale. Effective January 1, 2113.

RELATING TO TAXATION. Makes permanent the exemption from general excise taxes for amounts received by hotel operators and suboperators from hotel owners and timeshare associations, and in the case of suboperators, amounts received from operators, that were disbursed by the operator and suboperator for employee costs. RELATING TO THE HAWAII TOURISM AUTHORITY. Authorizes the Hawaii Tourism Authority to make grants through an agreement for the development of visitor industry products and programs, rather than through a contract.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Removes the cap on the amount which may be deposited into the Tourism Special Fund from the Transient Accommodations Tax revenues. Effective July 1, 2020.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Repeals the $10 daily transient accommodations tax collected each month for transient accommodations furnished on a complimentary or gratuitous basis. Effective July 1, 2020.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST A PROCESSING ENTERPRISE. Authorizes the issuance of special purpose revenue bonds to assist Sunrise Capital, Inc. in protecting its shrimp hatchery facility and its salt water well and relocating them further inland to avoid seaside erosion. Effective July 1, 2013.

RELATING TO PESTICIDES. Requires the Department of Agriculture to post information regarding pesticide use to its website. Requires the Legislative Reference Bureau to conduct a study regarding other states' pesticide reporting and registration requirements and report its findings to the Legislature. Effective July 1, 2050.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns. This public posting of testimony on the website should be considered when including personal information in your testimony.
