Establishes the economic opportunity poverty reduction task force to develop a strategic, integrated, and comprehensive plan to expand economic opportunities in Hawaii to reduce, by at least 50 per cent by 2023, the number of Hawaii residents, including children and families, living in poverty.

RELATING TO DENTAL HEALTH. Allows the application of dental sealants in any school-based dental sealant program; provided a dentist is available for consultation. Establishes a school-based dental sealant program in a high-need demonstration school. Appropriates funds. Effective July 1, 2013.

RELATING TO THE HAWAII HOME VISITING PROGRAM. Establishes the Hawaii Home Visiting Program, a statewide hospital-based early identification and home visiting system. Appropriates funds.

Requires the director of the executive office on aging to contract for the performance of a policy analysis and an actuarial analysis for a limited, mandatory, public long term care insurance program for the State's working population. RELATING TO TIMESHARE CONVEYANCES. Authorizes the Governor to appoint Commissioners of Deeds to take acknowledgments, proofs of execution, or oaths in specified jurisdictions related to the conveyance of timeshare properties located within the State. Effective July 1, 2112.

RELATING TO HEALTH. Allows the Department of Health and the Department of Human Services to post on their respective websites information of all inspections in which major patient care violations were discovered at certain care facilities and the order specifying the violation is final. Effective July 1, 2050.

RELATING TO SMALL BOAT HARBORS. Authorizes the BLNR to consult with and receive assistance from the HCDA with regards to planning, developing, operating, administering, and maintaining small boat harbors.
