RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Establishes the Hawaii Employer-Union Health Benefits Trust Fund Task Force within the Department of Budget and Finance to examine the unfunded liability of the Hawaii Employer-Union Health Benefits Trust Fund.

RELATING TO PUBLIC EMPLOYEES. Permits public employees limited paid leave for academic calendared activities. Increases the hours of paid leave for individual education-related activities. Increases the number of paid leaves for education-related activities permitted per calendar year.

RELATING TO WORKFORCE DEVELOPMENT. Establishes the Hawaii Agriculture Workforce Advisory Board to promote agricultural self-sufficiency in the State. Appropriates funds to establish and support the Hawaii Agriculture Workforce Advisory Board. Effective July 1, 2013.

RELATING TO EMPLOYMENT SECURITY LAW. Prohibits noncharging of an employer's account when the employer (or agent) is at fault and imposes a fifteen per cent penalty on fraudulent benefit overpayments effective October 1, 2013; provides for deductions from federal income tax refunds to recover delinquent debts effective April 1, 2013; and allows the withdrawal of fees from the unemployment trust fund effective April 1, 2013

RELATING TO COLLECTIVE BARGAINING. Creates a new bargaining unit (14) for state law enforcement officers and state and county ocean safety and water safety officers.

RELATING TO EMERGENCY MEDICAL SERVICES. Appropriates funds to demolish the Ewa Beach fire station and construct an energy-efficient and environmentally-sustainable emergency medical services facility at the same location. Effective July 1, 2050. Appropriation.

RELATING TO SAFE ROUTES TO SCHOOL. Stipulates that fees deposited for each fiscal year into the Safe Routes to School Special Fund, when appropriated, shall be available to the Department of Transportation to administer the Safe Routes to School Program and that funds, when appropriated, may also be delegated by the Director of Transportation to the respective counties to expend for the purposes of the Act that established the Safe Routes to School Program. Effective July 1, 2013.

RELATING TO ELECTRIC VEHICLES. Appropriates funds to the DOT to study and develop a training program regarding the potential risks involved and precautionary measures needed for emergency personnel who are called to emergency situations involving an electric vehicle.

RELATING TO HARBORS. Authorizes the Department of Transportation to issue revenue bonds for capital improvement projects for harbor improvements. Appropriates funds. Effective July 1, 2020.

RELATING TO HIGHWAYS. Requires the Director of Transportation to take specified traffic mitigation actions for east-bound traffic near Kunia Road. Effective July 1, 2020.

RELATING TO THE ENVIRONMENT. Requires lessors of rental motor vehicles to include an option to the lessee in the motor vehicle agreement to contribute a sum to the Department of Land and Natural Resources for the preservation and protection of the environment commencing on July 1, 2015. Repeals on July 1, 2018.

RELATING TO FUNDS TRANSFERS. Clarifies that state law on funds transfers applies to a remittance transfer unless the remittance transfer is an electronic fund transfer under the federal Electronic Fund Transfer Act of 1978, as amended.

RELATING TO CAMPAIGN SPENDING. Amends the campaign finance law by: Defining "matching payment period"; Correcting statutory references; Changing report filing deadlines; Specifying noncandidate committee reporting requirements for contributions made; Requiring the identification of the candidate supported or opposed by an independent expenditure; and Increasing the amount of allowable expenditures made by a partially publicly financed candidate for the office of prosecuting attorney.

RELATING TO LOBBYISTS. Imposes absolute liability for failure to file a lobbyist statement or report. Adds a negligence element to the filing of a required statement or report with false information or a material omission of any fact.

RELATING TO WITNESSES. Amends section 621-7, HRS, to increase the per diem payments for out-of-state witnesses in criminal cases from $110 to $145. Provides an additional $90 per diem payment for witnesses from any island other than the island on which the court is located, when that witness is required to stay overnight.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

· The date and time of the hearing; and
· Measure number.
