RELATING TO THE ELDERLY. Creates the Hawaii Kupuna Trust Fund, which comprises public and private funding for meeting the outstanding and future needs of the elderly and vulnerable adult population.

RELATING TO AGING AND DISABILITY RESOURCE CENTERS. Appropriates funds to support a statewide aging and disability resource center with sites in each county. Effective July 1, 2050.

RELATING TO TAXATION. Provides a nonrefundable income tax credit at fifty per cent of qualified wages for the first six months for a taxpayer who hires a developmentally, intellectually, or physically disabled individual.

RELATING TO CONDOMINIUMS. Specifies that a percentage of fees paid into the condominium education trust fund shall be used to support mediation of condominium related disputes. Effective July 1, 2013.

RELATING TO CONTINUING EDUCATION. Requires licensed social workers to complete a minimum of 15 credit hours of continuing education courses for the licensing renewal period beginning 07/01/2013, through 06/30/2016, and 45 credit hours of continuing education courses during each licensing renewal period, for the period beginning 07/01/2016, and thereafter. Effective 01/01/2112.

RELATING TO TAXATION. Imposes conveyance tax on the transfer or conveyance of a controlling interest of an entity with an interest in realty in Hawaii. Exempts certain transfers. Imposes conveyance tax on certain transfers of real property at the lowest rate. Requires a certificate of conveyance to specify the value of the property transferred by way of the transfer of a controlling interest when necessary. Effective January 1, 2014.

RELATING TO DEBT COLLECTION. Authorizes executive agencies and the Judiciary to turn over delinquent accounts more than 90 days past due to the Attorney General for collection. Provides for an unspecified percentage of the amounts collected to be deposited into the Civil Recoveries Fund. Effective July 1, 2013.

RELATING TO FOSSIL FUELS. Amends section 243-3.5, HRS, to levy the environmental response, energy, and food security tax on liquid, gaseous, or solid fossil fuels. Effective January 1, 2100. Repeals June 30, 2015.

RELATING TO RECYCLING. Restores the exemption from central services fee assessment for the Deposit Beverage Container Deposit Special Fund. Effective July 1, 2013.

RELATING TO THE CORRECTIONS POPULATION MANAGEMENT COMMISSION. Adds the OHA administrator and a member of the public who is knowledgeable about issues relating to the criminal justice system and has substantial experience or expertise in traditional Native Hawaiian practices to the corrections population management commission.

RELATING TO THE ACQUISITION OF RESOURCE VALUE LANDS. Requires DLNR, in consultation with the Hawaiian Islands Land Trust and notwithstanding board approval, to engage in efforts to acquire the parcel of land located at Lipoa Point, identified as TMK 2-4-1-001-010-0000. Makes an appropriation.

RELATING TO TAXATION. Establishes an income tax credit for the rehabilitation or preservation of archaeological, cultural, or historic structures in the State. Applies to taxable years beginning after December 31, 2012.
