RELATING TO AGRICULTURE. Appropriates funds from the agricultural development and food security special fund to the DOA for the U.S. Pacific Basin Agricultural Research Center to research and develop methods for the prevention and treatment of coffee berry borer infestations. Provides a grant-in-aid from the agricultural development and food security special fund for the coffee berry borer task force for control of the coffee berry borer and mitigation of damage.

RELATING TO STATE FUNDS. Amends criteria to be used in establishing and evaluating new special or revolving funds, requiring link between benefits sought and charges on users, and a clear link between program and revenue source. Effective June 30, 2013.

RELATING TO PUBLIC HOUSING. Moves the State income tax and obligations exemption for public housing agencies from the laws governing the Hawaii Housing Finance and Development Corporation to the laws governing the Hawaii Public Housing Authority.

RELATING TO GENERAL EXCISE TAX EXEMPTION FOR CERTAIN SCIENTIFIC CONTRACTS WITH THE UNITED STATES. Amends general excise tax exemption for scientific contracts with the United States.

Appropriates funds for the state rent supplement program for working individuals or families who are ready to rent permanent housing in order to obtain and maintain permanent housing. RELATING TO AFFORDABLE HOUSING. Authorizes the issuance of general obligation bonds and the appropriation of funds for deposit into the rental housing trust fund to finance affordable rental housing development.

RELATING TO ELIMINATING THE ASSET LIMIT ELIGIBILITY REQUIREMENT FOR THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES PROGRAM. Eliminates the asset limit for the Temporary Assistance for Needy Families program.

RELATING TO CERTIFICATION AND LICENSURE FEES. Requires DHS to gather data and recommend fees for licensure and certification of certain programs transferred to DOH. Requires DHS to recommend fees for training and recertification of nurse aides. Effective July 1, 2013.
