MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM FROM THE ENERGY SECURITY SPECIAL FUND. Makes an emergency appropriation of $145,000 from the Energy Security Special Fund to staff and support the Hawaii Refinery Task Force.

RELATING TO STATE BONDS. Authorizes issuance of general obligation bonds. Makes findings required by Article VII, Section 13 of the Hawaii State Constitution to declare that the issuance of authorized bonds will not cause the debt limit to be exceeded.

RELATING TO PROCUREMENT. Prohibits governmental procurement contracts of any amount that are exclusively for the services of engineers, architects, surveyors, or landscape architects, from requiring the contractor to indemnify the governmental body against liability not arising from the contractor's own negligence or fault.

RELATING TO PROCUREMENT. Repeal the de novo standard of review for administrative review of hearing officer's decisions of protests.

RELATING TO OFFERS IN COMPROMISE. Requires offers in compromise submitted to the Department of Taxation to be accompanied by certain payments.

RELATING TO TAXATION. Excepts charitable deductions taken under Section 170 of the Internal Revenue Code from the temporary limit on the amount of itemized deductions claimable by certain taxpayers.

RELATING TO INCOME TAX. Increases from $5 to $10 the amount of authorized income tax check-off that may be designated payable from an individual's state income tax refund to certain special funds or accounts. Permits designation of check-off in the amount of $5 or $10 to the special funds or accounts specified.

RELATING TO TAXATION. Repeals the temporary increase in income tax rates established by Act 60, SLH 2009, one year ahead of schedule by changing the sunset date of the increased tax rates from 12/31/2015 to 12/31/2014.

RELATING TO PUBLIC EMPLOYEES. Establishes the office of talent management within DHRD to design and facilitate state initiatives in the areas of talent administration, professional development, performance management, and leadership enterprise. Authorizes the talent management administrator to receive from any state agency, such assistance, services, facilities, and data the administrator deems necessary to carry out the duties of the office.

RELATING TO THE EMPLOYMENT AND TRAINING FUND. Allows Employment and Training Fund moneys collected for the purpose of paying interest assessments on loans to the unemployment trust fund to be used for a period of one year for costs to administer, manage, report, and oversee Title I programs funded under the federal Workforce Investment Act of 1998 for which insufficient federal funds were allocated. Effective July 1, 2013.

RELATING TO WORKERS' COMPENSATION. Requires that a workers' compensation impartial examination be conducted by a doctor whose specialty is appropriate for the injury to be examined. Effective January 1, 2113.

RELATING TO WAIPIO VALLEY. Establishes the Waipio Valley Advisory Commission to advise Department of Land and Natural Resources on the development of a long term plan for ensuring the proper stewardship and maintenance of Waipio valley. Requires DLNR to conduct a flood study for Waipio valley. Appropriation. Effective July 1, 2020.

RELATING TO THE HAWAII ISLAND TECHNOLOGY EXCHANGE INSTITUTE. Establishes the Hawaii Island Technology Exchange Institute at the University of Hawaii at Hilo through a collaboration between UH Hilo and Hawaii Community College. Effective January 1, 2525.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FROM THE NURSING FACILITY SUSTAINABILITY PROGRAM SPECIAL FUND. Appropriates the sum of $12,000,000, or so much thereof as may be necessary for fiscal year 2012–2013, out of the Nursing Facility Sustainability Program Special Fund with such moneys to be used consistent with the Nursing Facility Sustainability Program Special Fund, including the reimbursement of moneys advanced for those purposes in fiscal year 2012-2013 from the health care payments program (HMS 401).

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Amends Act 217, Session Laws of Hawaii 2012, to continue the Hospital Sustainability Program by extending the sunset date of the Act, updating the referral dates in the statute, and appropriating funds for the program for Fiscal Year 2013-2014. Effective June 29, 2013. Repealed on June 30, 2014.

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Continues the Nursing Facility Sustainability Program by extending the sunset date of Act 156, Session Laws of Hawaii 2012; appropriates funds for the program for fiscal year 2013-2014. Effective June 29, 2013.
