Amends section 243-3.5, HRS, to levy the environmental response, energy, and food security tax on liquid or gaseous fossil fuels.  Repeals 6/30/2015.

RELATING TO RENEWABLE ENERGY.
Defines solar energy property and wind energy property and classifies utility scale solar energy facility, competitively-big utility scale solar energy facility, and ordinary utility scale solar energy facility.  Establishes a method for calculating tax credits for solar or wind energy property.  Requires department of business, economic development, and tourism to monitor and report tax credits claimed under section 235-12.5, Hawaii Revised Statutes.

RELATING TO ENERGY.
Prohibits utilities from charging consumers a fee for interconnection studies.  Requires approval of interconnection for photovoltaic systems with rated output of ten or fewer kilowatts, after necessary reviews or studies, if the total existing or planned cumulative photovolatic kilowatt output is at or below seventy-five per cent of the circuit's daily minimum load.

RELATING TO RENEWABLE ENERGY.
Amends the renewable energy technologies income tax credit to improve consistency with the Internal Revenue Code, require tax credits to be certified by DBEDT, establish an aggregate tax cap, and specify that the tax credit applies to energy properties placed in service from 1/1/2013 through 12/31/2018.  Authorizes independent power producers not currently regulated by the public utilities commission that have submitted an agreement with an electric utility company for approval by the public utilities commission by 3/31/2013 to receive tax credits authorized in calendar year 2012 for energy properties placed into service after 12/31/2012, as part of the agreement.
